July 15, 1982 3:20 — 4:15 A meeting of the Board of County Commissioners was held on July 15, 1982. Board of Commissioners present were Albert Young, Robert Paulsen, and Clay Shepard. Also present was Rick !sham, County Counsel. Agenda: None. A discussion was held regarding raising franchise fees at the landfill, and whether to have a public hearing. The attendees talked about a flat rate or special fees for self -haulers. If a truck has a compactor, they would pay less for cubic yard than if the material was loosely packed. Haulers may prefer to see this cost determined by weight. A lengthy discussion also took place regarding reduced hours and days of operation. There are some poor revenue days during mid -week. The haulers would not like doing this because those are their workdays, but they want to dictate how things operate. Transcription of Audio Recording of July 15, 1982 Page 1 of 2 The self -haulers want to use the landfill on Saturdays and Sundays. They studied having Knott and Negus closed on Sundays, and determined that it would save only about $33,000 a year by doing this. It is hard to justify this to the public. There is nothing to be gained by shortening hours. However, closing Sundays would realize significant savings even though the public would not be happy with it. A long discussion was held on this meeting not being specifically posted regarding solid waste fees, and whether the media will cause problems because of it. It was decided to have the discussion again in a few days if there are other items for that meeting. They will notify the media that there will be a discussion about landfill fees, but they want to avoid having all kinds of public show up until they have a chance to discuss this in more detail. The meeting was set for the next Wednesday so that they will have enough time to fully discuss the issue. They do not want to take public testimony then because it would take a very long time to do so, unless they limit testimony.
