DESCHUTES COUNTY BOARD OF COMMISSIONERS
July 7, 1997
Acting Chair Robert Nipper called the meeting to order at 10:02
a.m. County Commissioners present were Robert L. Nipper and Linda
L. Swearingen. Also in attendance were Damian Syrnyk, Planner; and
Bruce White, Assistant County Counsel.
1. DISCUSSION OF WEDNESDAYS PUBLIC HEARING ON REOPENING RECORDS
ON COUNTY FILES MA -97-4, A-95-20, AND SP -95-60 FOR THE LDS
CHURCH
Before the Board was a discussion of the public hearing on
reopening the records on County files MA -97-4, A-95-20, and
SP -95-60, for the Church of the Latter Day Saints.
Damian Syrnyk reported there would be a public hearing on
Wednesday, July 9, 1997. Damian stated there had been a
request received on June 3, 1997, from the LDS Church to
reopen the record so they could submit some new documentation
showing how they are proposing to modify the height of their
church. The original conditional use permit approved a church
at the height of 28 feet 8 inches and they have submitted new
blue line drawings, both north/south and east/west elevations
that show it to the top point of the roof to finish floor
elevation 28 feet 8 inches.
Damian stated that on Wednesday the record would be reopened
just to address the height only. He stated there may be
people who want to testify and bring up other issues, but they
would need to be reminded that the record was closed except
for the question of height.
Commissioner Nipper asked about Dan Van Vactor not being at
the public hearing on Wednesday. Damian stated that there was
a letter from Sharon Smith stating that she was comfortable
with reopening the hearing on July 9th, seeing if there was
anyone who had testimony they wanted to provide on that date,
so they are not inconvenienced by having to come back on the
23rd, and then we could continue the hearing to the 23rd so
that Mr. Van Vactor can come back to provide other testimony
that he wants to provide.
