Adjournment 017.56 :52 AM DESCHUTES COUNTY SPECIAL TRANSPORTATION FUND ADVISORY COMMITTEE MEETING MINUTES/ MAY 9, 1986 Vice -Chair Bill Hill called the meeting to order at 10:10 AM. Those members present were Cheryl Spahn, Bill Hill, Marion :„-Lozier, Jo Ward, Dolores Bowen, and John Halstead. Non-members present were Claire Gardner, Deschutes County Mental Health; Terry Lynch, COCOA/COCAAN; and Sue Stoneman, staff. Claire Gardner spoke briefly about the programs offered through the Mental Health Department, specifically the Rainbow House day treatment facility for the chronically mentally ill. There are about 100 clients served by Rainbow House. They are considering applying for a transportation grant to provide a van for trans- portation of these clients in conjunction with planned activ- ities. The van would allow them to serve more people. They are interested in applying for funds for this purchase through the Special Transportation Fund grant process. The committee will notify the Mental Health Department.when the proposal process begins so they will have the opportunity to apply. There was some brief discussion about the possibility of user side subsidy programs being initiated through the use of these grant funds. There was some general discussion about the pros and cons of such a program. It was decided to delay further discussion of these types of program possibilities until more was known about needs in the community. Further discussion ensued regarding assessing needs. Some needs identified were (1) wheelchair transportation for all areas of the county, not just Bend; (2) expansion of service; (3) identif- ication of least costly ways to provide service. The consensus was reached that a valid needs assessment could not be reached without considering individual communities and special needs occuring in each of those areas. Marion Lozier reported the results of an informal survey she had conducted in LaPine. She had distributed questionnaires to 100 seniors in LaPine and received 80 responses. All felt it important to maintain services, many felt services should be expanded, there was a request for wheelchair transportation, a request for a new ramp for the van and several requests for personal services for doctor's appointments, etc. Terry Lynch stated that COCOA will have $4,000 after July 1 available to fund a transportation needs assessment. There was considerable discussion about how to go about acquiring the survey. Options mentioned included utilizing services available through Central Oregon Intergovernmental Council, using the transportation portion of the needs assessment that will be done through United Way, or going through the RFP process. It was the consensus of those present that there needed to be some planning direction for this committee to be addressed with the needs assessment. After further discussion, it was felt that the RFP ;process would offer the best results in the shortest amount of time. The committee directed staff to contact Victor Dodier at the State Transit Division to request technical assistance in designing and implementing a study. Terry Lynch stated that he would approach the University of Oregon for direction on the study as well. It was agreed that Mr. Dodier should be invited to the next meeting, scheduled for June 13 at 10:00 AM. Being no further business, the meeting was adjourned.
