MEETING MINUTES
DESCHUTES COUNTY DEPARTMENT HEADS/ELECTED OFFICIALS
March 1, 1989; 1:30 p.m.

1. Housekeeping Issues.
Mike Maier will chair for six months, April through September.
Larry Rice will record for the same six-month period.
2. Management Structure Proposal Discussion.
The management team delegation reported that the three
commissioners were enthusiastic about the management structure
proposal and supported its adoption.
Tom Throop reported that an agenda item will be added to each
Monday morning Board work session for liaison discussion of
division activities and issues.
Wednesday afternoons will be reserved for management team
meetings with the Board:
(a) First Wednesday, 1:30 p.m., Management Team meeting with
Commissioners on even -numbered months and without
commissioners on odd -numbered months.
(b) Second Wednesday, 1:30 p.m., Community Services Division
meeting with commissioners.
(c) Third Wednesday, 1:30 p.m., Health and Human Services
Division meeting with commissioners.
(d) Fourth Wednesday, 1:30 p.m., Public Safety Division
meeting with commissioners.
(e) Fifth Wednesday, 1:30 p.m., Elected Officials meeting
(beginning with May and including August and November).
(f) 3 p.m. to 5 p.m. on Wednesday afternoons will be
available for additional meetings with divisions or
individual departments.
(g) The Juvenile Department will participate as a Public
Safety Division department.
(h) The Personnel Department is recommended by the management
team to function as an Administrative Division
department. Mike Maier will convene a group of Maier,
Isham, and one representative from each division to make
recommendations by April 5 on how the Board should
proceed with the Personnel Department.
3. Budaet Process Discussion.
(a) A base budget proposal will be submitted to department
heads based on current operations to be used as the
departure point for individual department budget
deliberations. Fixed cost increases will be included,
while one-time expenditures will be taken out.
(b) Department heads will examine their budget proposal,
identify problems and opportunities for adjustment within
the budget figure proposal and, at the department head's
discretion, propose additional decision packages above
the base budget.
(c) The next step is to sell the budget officer, Tom Throop,
on the individual department's budget.
(d) The balanced budget will be submitted to the Budget
Committee. Each department will have the opportunity to
make its case to the Budget Committee.
(e) For next fiscal year, Deschutes County will live within
the tax base. Although dollars will be tight, a COLA for
County employees will be the highest budget priority.
Various COLA proposals will be considered, including a
deferred compensation element proposed by Dave Peterson.
