MARCH 5, 1986 MEETING MINUTES
Chairman Prante called the meeting to order at 10:00 AM.
Commissioner Tuttle was also in attendance. Commissioner Maudlin
was absent.
Chairman Prante noted the two amendments to the agenda: (1)
Award of Bid for the 185 CFM Compressor for the Road Department,
and (2) Signature of Minor Partition and Acceptance of Declara-
tion of Dedication from Jan Ward.
Award of Bid Neil Morrison, Director of Public Works, recom-
for 185 CFM mended that the bid be awarded to Center Tools in
Compressor Portland in the amount of $10,450. He noted that
this vendor also supplies a local distributor, so
they were able to underbid the local vendor.
MOTION: TUTTLE moved to award the bid to the low
bidder which is Center Tool Service.
PRANTE: Second.

this was a housekeeping matter, these resolutions

Before the Board was a memo recommending appoint-
ments to this newly formed committee. The purpose
of the committee is to advise the Board of Commis-
sioners with respect to the use of Special Trans-
portation Fund money available to Deschutes
County. A copy of the memo is attached. Chairman
Prante read aloud the names of the applicants.

APPLICANTS TO SERVE ON ADVISORY COMMITTEE/
SPECIAL TRANSPORTATION FUND FOR THE ELDERLY &
HANDICAPPED
REQUIREMENTS FOR ADVISORY COMMITTEE
Committee members must reside in the county and be users or
providers of transportation for the elderly and/or handicapped.
It is advised that there be a mix of users and providers so that
different viewpoints are represented. It is recommended that
users represent more than 50 percent of the committee. The
committee must have at least three members, we recommend an
eleven member board in order to adequately represent all inter-
ests and areas of the County.
ADVISORY COMMITTEE APPLICANTS
In finding user applicants, we looked for both handicapped and
seniors representing all the geographical areas of the County,
and representatives of local service providers.

Active in LaPine mealsite activities and church activities. Goes
to COCOA and helps there, teaches quilting classes for seniors.
Is very interested in serving. Although she uses her own
transportation much of the time, she is willing to ride the COCOA
bus more in order to meet the requirement for a Board member.
DOLORES BOWEN*

Rides Dial -A -Ride on a daily basis. She is in an electric wheel
chair and very aware of the needs of the handicapped. She has
been active in working toward getting more buses that can handle
wheelchairs. She also wants the buses to run on weekends. She
is an Oregon pioneer and worked for eight years for Associated
Oregon Loggers as a dispatcher.
JO WARD*
1238 NE 6th St., Bend, 382-3946
Legally blind for 10 years. Serves as an AARP Board Member.
Served seven years on the Park & Recreation Board. Has done a
great deal of volunteer work and is a former English teacher at
Cascade School. Is now serving on the Tri -County Board for
Senior Citizens. Her husband is also blind. Dial -A -Ride is
their only transportation.
EILEEN DONALDSON*

Active in Senior and community activities in Bend. Although she
uses her own transportation primarily, she is also willing to use
the Dial -A -Ride bus in order to qualify to be a board member.

Handicapped, regular user of Dial a Ride with occasional use of
TransCentral. Contributes a lot in the way of volunteer time to
COCC, an aid and tutor. Work on College Board for ABE instruc-
tion.

She is currently President of the AARP Sisters Chapter. Holds a
Doctors Degree in Geronotological Services. As the retired
administrator of two nursing homes, she has written over 200
grants. She is an occasional rider of COCOA bus.
CHARLIE SPECK

Redmond, Oregon 548-2970
He retired from the lumber industry in 1976 and is active in
Senior activities in the Redmond area, uses Dial -A -Ride. Very
interested in serving, knowledgeable about the service.
