DESCHUTES COUNTY BOARD OF COMMISSIONERS
DECEMBER 16, 1985 WORK SESSION MEETING
Chairman Tuttle opened the continuation of the Work Session at
11:00 a.m. Commissioners Prante and Maudlin were in attendance;
Rick Isham, Legal Counsel and Karen Green, Assistant Legal
Counsel were also present.
Don Garris, Director of Building, requested the Board approve
advanced sick leave benefits for Bill Newell, Senior Building
Inspector. Mr. Garris noted that Mr. Newell had heart bypass
surgery on November 5, 1985, and has utilized his accrued sick
leave and vacation benefits. Mr. Garris added that Mr. Newell is
coming up 20 hours short of sick leave and vacation. It is
Mr. Garris' feeling that Mr. Newell is an exceptional employee
and recommends that the Board advance sick leave benefits.
Commissioner Prante suggested that approval be contingent upon
Mr. Newell signing a statement indicating that he would pay back
the benefits if he should leave the County's employ prior to the
20 hour accrual.
Mr. Isham noted that the Personnel Rules are adopted by Ordi-
nance; therefore, any change to the rules would have to amend the
Ordinance. It was the concensus of the Board to rule on the
issue at hand and develop policy at a later date.
MOTION: MAUDLIN moved to advance 2.6 days (20 hours)
sick leave benefits to Mr. Bill Newell contingent
upon signature of statement by Mr. Newell indicat-
ing he will pay back the benefits if he should
leave the County's employ prior to the 20 hour
accrual.
PRANTE: Second.
VOTE: UNANIMOUS APPROVAL.
