Don Garris, Director of Building, requested the Board approve advanced sick leave benefits for Bill Newell, Senior Building Inspector. Mr. Garris noted that Mr. Newell had heart bypass surgery on November 5, 1985, and has utilized his accrued sick leave and vacation benefits. Mr. Garris added that Mr. Newell is coming up 20 hours short of sick leave and vacation. It is Mr. Garris' feeling that Mr. Newell is an exceptional employee and recommends that the Board advance sick leave benefits. Commissioner Prante suggested that approval be contingent upon Mr. Newell signing a statement indicating that he would pay back the benefits if he should leave the County's employ prior to the 20 hour accrual. Mr. Isham noted that the Personnel Rules are adopted by Ordi- nance; therefore, any change to the rules would have to amend the Ordinance.
