Council President Anderson called the workshop to order at 6:32 p.m.
JOINT CITY OF REDMOND / DESCHUTES COUNTY PUBLIC HEARING
A. Joint City & County Urban Growth Boundary Management Agreement

Council President Anderson opened the public hearing.
Bob Quitmeier, Community Development Director, explained that there has been Urban
Growth Boundary Agreement in place for some time. The resulting Joint Management
Agreement (JMA) delegates more authority to the City for administration of land use
planning within the Unincorporated Urban Growth Area (UUGA), including all
responsibility for appointment of the City's Planning Commission. Additionally, authority
for all roads and streets within the UUGA is transferred to the City under a separate
agreement. Building permits are still the responsibility of the County. He reviewed the
specific changes as reflected in the Staff Report.
Commissioner Swearingen asked who would handle System Development Charges. It
was relayed that the City will bring proposals to the County for approval.
Bruce White, Deschutes County Counsel's office, explained new provision 7, page 4,
and noted a typographical error on page 5.
Joint City of Redmond / Deschutes County Agreement for the transfer of authority
for roads within the Redmond Urban Growth Boundary. (Exhibit 2)
Mary Meloy, Director of Public Works, explained that 17 miles of road within the UUGA
and the City limits is proposed to be transferred to the City of Redmond. City of

Redmond Resolution #98-36 and Deschutes County Order #98-094, copies of which
were distributed, need to be addressed. She distributed information that, pursuant to
ORS 236.605 to 236.650, the County is transferring one full time employee to the City.
The City has budgeted for an increase of one position in FY 1998-99, however, the
amount budgeted is below the transferring employee's salary. Since the transferring
employee's salary cannot be reduced, under ORS 236.610, for a period of 12 months,
the County agrees to compensate the City for the difference in salary amounts. The
County Road Department will provide street maintenance services for the City in an
amount equal to the difference between the City's budgeted salary for the position and
the salary of the transferred employee for a period of one year (FY 1998-99). The
estimated amount of these services is approximately $9,000. These services shall be
over and above services normally provided.
Mr. White reiterated Ms. Meloy's comments regarding the employee transfer proposal.
There being no public testimony, the public hearing was closed.
Commissioner Swearingen moved to approve the Agreement between the City of
Redmond and Deschutes County for the Joint Management of the Urban Growth
Boundary, the Plan for the Redmond Growth Area and the Redmond Area of Mutual
interest, seconded by Commissioner Nipper, motion passed. (Nipper -yes, Schlangen-
absent, Swearingen -yes)
Commissioner Swearingen moved to approve the Agreement between the City of
Redmond and Deschutes County for the Transfer of Authority for Roads within
the Redmond Urban Growth Boundary, seconded by Commissioner Nipper, motion
passed. (Nipper -yes, Schlangen-absent, Swearingen -yes)
Res. #98-36 - A resolution of the City of Redmond requesting the transfer of
certain County right of ways from Deschutes County
Councilor Young moved to approve Res. #98-36, seconded by Councilor Gilbert, roll
call vote: Anderson -yes, Diegel-absent, Gilbert -yes, Green -yes, Povey-yes, Thackery-
absent, Young -yes, motion passed.
Deschutes County Order No. 98-094 - An Order Surrendering County Roads to the
City of Redmond Pursuant to ORS 373.270
Commissioner Swearingen moved to adopt Deschutes County Order No. 98-094,
seconded by Commissioner Nipper, motion passed. (Nipper -yes, Schlangen-absent,
Swearingen -yes)
