Commissioner Henderson was absent. Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; Dave Doyle, County Counsel; and Sharon Ross, Executive Secretary. No representatives of the media were in attendance. CALL TO ORDER: Chair Baney opened the meeting at 1:30 p.m. ACTION ITEMS 1. Economic Development Loan Request Judith Ure, Management Analyst, Tom Rowley, EDCO, Eric Strobel, BBSI/EDCO Due Diligence Committee, and Bill Kuhn, Bank of the Cascades/EDCO Due Diligence Committee, were present to ask the Board's consideration of an economic development loan request of Composite Approach in the amount of $16,000. Mr. Rowley noted Composite Approach is a local company which develops and produces high-end fiberglass and carbon fiber composite products. The loan funds would allow Composite Approach to create 8 new jobs with an average pay of $42,000. Discretionary Grant Review Judith Ure, Management Analyst, presented for consideration a discretionary grant application from OSU Extension Service for the annual Living on a Few Acres conference. They are requesting $2,000. Discussion held on the application and lack of detail and explanation of expenses. DEBONE: Move approval of awarding $1,000 from Fundraising BANEY: Second. VOTE: DEBONE: Yes HENDERSON: Absent BANEY: Chair votes yes. Motion carried. OTHER ITEMS: • Judith Ure, Management Analyst, commented on a request by the Board to look into the recent grant application of Clear Alliance for funding teen marijuana use education and if they work with our Health Services Department staff on the project. The two have separate methods and do not partner on this form of education. • Ms. Ure inquired on the 2017 Legislative session and if it would be beneficial to the Board to invite the legislators to come here for a meeting. At this time, the conference calls and meetings with Association of Oregon Counties (AOC) will be sufficient. Tuesday, February 7th is the first legislative update conference call. Our lobbyist, PAC West will send out the information for the call along with the bill list. • Erik Kropp, Deputy County Administrator, brought back an update on the proposed resolution supporting veterans funding. He checked with AOC and five Oregon counties Minutes of Board of Commissioners' Work Session January 30, 2017 Page 2 of 3 have expressed support. As this is the Governor's proposed budget and the legislative session hasn't started, the Board wishes to stand-by at this time. • County Administrator Anderson reported a Transportation Funding resolution will be included on the February 1st agenda and presented by Chris Doty, Public Works Director. • Jeff Hall, Circuit Court, is requesting consideration of a letter of support regarding House Bill 2605 which addresses the establishment of circuit court judge positions, creating new provisions and amending ORS 3.012 and declaring an emergency. The bill increases the number of circuit court judges for each district including Deschutes County. Erik Kropp, Deputy County Administrator will draft a letter outlining Deschutes County's need. Commissioners Baney and DeBone are supportive.
