Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; Dave Doyle, County Counsel; and Sharon Ross, Administrative Assistant. Attending for a portion of the meeting were Ed Keith, County Forester, Timm Schimke, Director of Solid Waste Operations, James Lewis, Property Management Specialty; and citizen Rob Roy. No representatives of the media were in attendance. CALL TO ORDER: Chair Baney opened the meeting at 1:36 p.m. ACTION ITEMS 1. Certification of 2016 Title III Expenditures Ed Keith, County Forester, presented the annual certification of expenditures of Title III funds as required by the USDA Forest Service to verify funds are spent consistent with the Secure Rural Schools Act. The annual certification deadline is February 1st Minutes of Board of Commissioners' Work Session January 25, 2017 Page 1 of 5 Expenditures in the amount of $54,921.91 were issued for the following categories in calendar year 2016: Firewise Communities, Development of Community Wildfire Protection Plans, and Emergency Services on US Forest Service lands. This will be the last year receiving revenue from Title III funds. County Administrator Anderson noted on a budgetary standpoint we have made the commitment to maintain a balance in the forestry fund to at least have a few years security and continues to be important to secure continuity in the program. Commissioner Baney commented on the importance of the work done to protect our natural resources and to provide public safety and the County will always find a way to fund that level of protection. Rob Roy, Pacific Crest Affordable Housing, was present to ask for Board consideration on a letter of support to the Members of the Housing Stability Council of Oregon. The Executive Session of the Housing Stability Council is scheduled for a meeting on Friday, January 27th and Mr. Roy's intention is to meet the deadline of 5:00 p.m. today for written public comment regarding the Tax Credit Program and to express support for the proposed option 3. The option provides additional credits to enable the selected 2016 projects to move Minutes of Board of Commissioners' Work Session January 25, 2017 Page 2 of 5 forward. The future of low income housing tax is uncertain. Commissioner Baney commented on the housing crisis today and thinks this most prudent route. Discussion held on taking a position and available options. The options are notice of funding status quo and would fill the gaps, continue as planned and reserve dollars to assist with projects that are awarded, use process just completed (November) would use existing applications and take money with back projects and give gap funding and award to projects that would have been awarded if enough money or delay the notice of funding and go forward in 2019. Example of a project is the current construction of a workforce housing project called the Discovery Park Lodge in Northwest Crossing. The unit construction is approximately $160 per square foot with rent costs including utilities to vary from $400 to $600 per month. The letter of support is not relative to a particular project but to the process of this type of project. Commissioner Baney is a member of the Housing Council and is supporting the letter based on the position of Deschutes County and will disclose this position at the meeting on Friday. OTHER: • Erik Kropp, Deputy County Administrator brought for consideration the request of Brightside Animal Shelter for an early release of the Alice Teater Trust. Mr. Kropp presented a draft letter to Dennis Karnopp of Karnopp Petersen LLP. Suggestion made to eliminate the statement "Satisfying this financial obligation will put Brightside in a much stronger financial position and allow the non-profit to focus on its future needs." Motion carried. • Mr. Kropp presented a draft resolution supporting funding for Oregon Veterans stating the Governor's recommended budget proposes cutting general fund support of veteran's services by $10 million. At this time, the legislative session hasn't begun and no comment has been received regarding this. The Board would table this resolution until reviewing the responses of other Counties.
