DESCHUTES COUNTY BOARD OF COMMISSIONERS.
Wednesday, January 25, 2017
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Tammy Baney, Phil Henderson and Anthony DeBone. Also present
were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David
Doyle, County Counsel; and Sharon Ross, Administrative Assistant. No representatives of the
media were in attendance.
CALL TO ORDER: Chair Baney called the meeting to order at 10:08 a.m.

1. Consideration of Board Signature of Resolution No. 2017-004, Adopting Amended
Bylaws for Deschutes County Public Safety Coordinating Council.
ACTION ITEMS
2. Consideration of Board Signature of Resolution No. 2017-004, Adopting Amended
Bylaws for Deschutes County Public Safety Coordinating Council.
Commissioner Henderson requested the Local Public Safety Coordinating Council (LPSCC)
Bylaws to be reviewed under the regular action items. LPSCC is set in state statute by ORS
423.560 and allows our community the opportunity to have discussions of public safety on a
monthly basis. Changes to the bylaws were housekeeping items with membership and no
changes of substance. The council is charged with the planning and coordination of the
safety needs of our community for both juveniles and adults. One Deschutes County
Commissioner is a member of the Council with one member serving as an alternate.
Currently Commissioner Baney is the chair of LPSCC and Commissioner DeBone is the
alternate. The Board of Commissioners appoints the citizen members to the Council.

3. Consideration of Board Signature of Document No. 2017-001, and Intent to Award
Letter for Supplying and Hauling of Rock Chip Seal 2017 Contract
Chris Doty, Road Department Director and Tom Schamberger, Operations Manager,
were present to review the Intent to Award letter for the 2017 Rock Chip Seal Contract.
Two bids were received for this contract season. High Desert Aggregate submitted the
low bid. This contract includes a joint procurement with Crook County. Of the

$896,957.50 contract award, $256,000 will be used by Crook County. Discussion held
on the type of product used. Because of the time of year, a better price was received for
the product.

County Administrator Anderson noted a few items of interest: a payment for COCC for their
partnership in providing education courses for our staff, a payment for medications for our on-
site pharmacy, a payment for Telecare residential health services, and a payment to Crook
County for a pass through fuels reduction program through our FEMA grant.
OTHER ITEMS: None were offered.
