DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: Board Meeting relating to the Adoption of the
Fiscal Year 1984-85 County Budget.
June 28, 1984, 10:00-10:45 AM.
A meeting of the Board of County Commissioners was held on June 28, 1984.
Board of Commissioners present were Albert Young, Larry Tuttle and Lois Prante.
Also present were County Administrator Mike Maier and County Counsel Rick
Isham; and other County staff.
The differences between the approved budget and the proposed adopted budget
reflect some information received between the time that the Budget Committee
had stopped deliberations and when it recommended approval. The individual
line items as well as the aggregate does not change the total budget outside of
the limitations proposed by statute. The change is $25,457 overall, well within
the 10% limit as allowed by law.
Most of the changes have to do with recognizing cash balances at the end of the
year.

Some of the other changes are reflected in the grant line items, since there is
better information available on those now than there was before when the
Budget Committee was meeting. This is particularly true with the Health
Department.
Chair Young opened the budget approval hearing.
Foster Brown (?), Deschutes County Assessor, spoke about the reduction in staff,
and that the Budget Committee seemed to be receptive to the idea that if any
additional funding can be found, that his Department would be first in line to
receive some additional help. He wanted to confirm that this is a possibility. He
also wanted to refer to a recent review report of his Department that says they
are understaffed and are trying to do too much with too little.
This issue was discussed at length. They are trying to get the system computerized
to make the Assessor's work easier. This has created an additional workload. It
will be better once implemented but in the meantime, requires extra work.
The Assessor pointed out that they are being asked to do more by the State, and
need to focus on taking over industrial and commercial appraisals. It would be
better if that was handled by the County.
Chair Young said that the State sent five people over to investigate the Assessor's
Office, which was ridiculous. This was triggered by a law in statute. (There was a
long discussion about this situation.) So far they have not been able to program
the computer to do what they want in the field. They don't have the physical
bodies to go out in the field and get this done. The Department of Revenue says
the County is missing some of the things that the Department would normally be
able to do. The Board feels they are doing a good job.
Commissioner Tuttle pointed out that the request today would result in a cost of
about $180,000 in personnel, for two industrial appraisers and clerical support.
Before they can commit to spending this kind of money, the Board wants more
information from the Department of Revenue and others. Perhaps they should
have the Department reviewed by an appropriate body before making this kind of
commitment. Some good suggestions might come out of this.

The Assessor said he is willing to listen to any reasonable suggestions, but the fact
remains that he is shorthanded. He would be willing to have an organization
review the facts of the issue.
Being no further testimony, Chair Young closed the hearing.
Resolution No. 84-017 was presented, adopting the budget. Chair Young read the
Resolution at this time. The budget amount is $25,457,860.

Resolution No. 84-018 was then addressed, approving ad valorem taxes. Chair
Young read the Resolution at this time. The total certified tax levy is $4,680,990.
PRANTE: Move adoption of the Resolution.
TUTTLE: Second.
VOTE: Unanimous.
Order No. 84-180 was then read. It was a housekeeping matter, transferring
appropriations in the amount of $40.00 in the Road fund.
PRANTE: Move adoption of the Resolution and Budget.
TUTTLE: Second.
VOTE: Unanimous.
Order No. 84-178, transferring land sale funds, was then discussed. It was to
transfer funds to the taxing districts.
