DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
September 30, 1985, 9:30-10:30 AM.
A meeting of the Board of County Commissioners was held on September 30,
1985. Commissioners present were Dick Maudlin, Larry Tuttle and Lois Prante.
Also present were Rick Isham, County Counsel; and various staff.
Discussion items were:
Signature of a 21 -day trial letter with Jet Software.
Mr. Isham explained that this is for word processing for the main computer;
something that Dave Peterson wants to try out.
Order 85-116, refund of taxes.
Mr. Isham stated that he believes this is one from last year that was improperly
calculated.
Declaration of Dedication from Gilchrist, Swarens and Gainsforth.

Mr. [sham explained that this is part of the new Addison Avenue project.
Order designating a newspaper for publication of the 1984-85 tax foreclosure list.
Consideration of appointment of Linda Swearingen to the COIC Board of
Directors.
Ms. Prante said that she is a very sharp, new mayor in Sisters and they are
recommending her. Mr. Maudlin agreed.
Certification of R & W for Squaw Creek Bridge and O.B. Riley/Addison Avenue
projects.
The Board was advised that this is a certification of the rights of way for the State
Highway Department prior to the bid process.
Contract renewal with COCC and the Health Department.
There is a request from the Mental Health Advisory Board that the term 'family
counseling' be officially "Deschutes County Mental Health Services".
Mr. Maudlin asked why they just don't call the whole thing the "Health
Department". Ms. Prante explained that there are two very different functions.
Mr. Maudlin passed around photos of a tree that is being damaged, in Tumalo.
They were told that they couldn't do this and the woman got very irate. She
wanted to take advantage of the view. Mr. Maudlin said it is her tree, but he likes
trees and doesn't really want to talk about it. Mr. Maudlin said they were told
not to cut the one tree or any others.

After they cut down one, they came in for a permit. Randolph's are the people
who have been doing the cutting, but the trees belong to Hublers. Mr. Isham said
the Randolphs have received a letter from the Hubler's attorney telling them to
cease cutting trees.
A letter from Robert Freeman says that he was told that submitting for a variance
and a site plan at the same time would mean less work and reduced fees. He
feels that the $650 fee is too high and wants a partial refund. The Board will ask
the Planning Department to weigh in on this.
The AOC annual convention takes place soon, so they will need to make
reservations accordingly. There was a lengthy discussion about who would attend
and other commitments of the Commissioners and Mr. Isham.
The Board was advised that work was being done on China Hat Road, but are
holding off due to hunting season. They want to close down the lower section of
the road when it is time to do some of the work, and the Forest Service is
agreeable.
There was a lengthy discussion about a recent LCDC meeting, which was felt to be
well -attended. There are probably five counties that strongly want to see LCDC

Regarding Special Road District #4, Helen Rastovich suggested that the owners
get credit for the unpaid taxes and she will collect them as they come in. The
District board wants to be able to apply these and amend their budget. They are
not subject to local budget laws. There needs to be a final certification rate
showing the adjusted rate.

Regarding Federal Forest Receipts, the committee is talking about priorities and
Deschutes County will be considered one of the most important counties for the
1989-90 budget. Paulina Lake Road should be on this. The County will be taking
care of about one-third of that project. It was suggested that one of the
Commissioners try to get on the committee that oversees this.
Signature of an agreement with the City of Bend regarding the Victims'
Assistance Program.
There was a lengthy discussion about the recycling program and some bad press
that the County got in this regard. It seems the County was supposed to start the
program immediately, or so some people think. And some people think that the
increase in fees are in fact a tax. Evidently most of this information came from
the City of Bend.
