DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
September 3, 1985, 9:00-10:15 AM.
A meeting of the Board of County Commissioners was held on September 3, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; Mike Maier, County Administrator; and
various staff.
Agenda items included:
Signature of an agreement with the City of Redmond to provide services for
implementation of a victims' assistance program. There was a lengthy discussion
regarding why it has been signed by the City Manager, Ed Fitch, and not someone
from the City Council.
Agreement with the City of Sisters regarding County prisoners, as signed by the
Mayor, Linda Swearingen.
Signature of Awbrey Butte sublease agreement with TICE and Reinhold.

Resolution to establish a petty cash fund for the 9-1-1 system. One of the
Commissioners asked that this wait, while other procedural issues are worked
out.
Personal services contract with Daniel F. Brown for the prenatal contracts.
Development agreement with Ronald Boadus for Cascade Meadows Ranch near
Sisters.
Nunc pro tunc (after the fact), a stipulation agreement with the National Forest
for public road access off Skyliners Road. Mr. Isham explained that the lots are
owned by Pacific Power and the Forest Service granted a public road right of way
to the lots. This explains the construction standards that the lot owners will have
to follow. The easement will not be effective until the road plans are completed.
A $5,000 grant from the Department of Agriculture for spraying weeds along
rights of way, also nunc pro tunc. This is a continuing program.
Request for a financial partition for TSP.
Final order vacating a portion of O.C. Cardwell Road.
Request to appoint two people to the Welfare Advisory Board: John Webber and
another (unable to hear).
Signature to authorize remote access to the Deschutes County Central Computer
Bank by Far West Title.
Request to declare September 23 through 29 Recycling Week.
Requests for refunds of permit fees.
OLCC liquor licenses.
Request for two appointments to the Vandervert Acres Special Road District
board. (There was a long discussion about how special road district boards are
appointed, and the opinion that the process should be changed at the legislative
level.)

Mike Maier spoke about the idea of relocating Search & Rescue from its current
site to the 27th Street site. He worked with the Sheriff on this. The proposal is to
put all of the equipment there and put the coordinator, Sgt. Silbaugh, as close as
possible to the main Sheriff's Office. The only possible space is the office that is
part of maintenance.
This brings up another issue. For about the past year and a half, they gradually
developed a purchasing program that was used on a quarterly basis. It has been
effective in saving costs by buying in bulk. He feels this can be improved if they go
to a stores concept, where essentially they would build up inventory and take
advantage of major purchases, and then have things on hand. This would be
better than buying as needed or each quarter.
If Search & Rescue moves, the vacated space could be used for a central stores
area to stockpile office supplies, paper, and whatever else. They could also have a
warehouse for surplus desks, chairs and paper products. They also have a
carpenter shop that needs a place. They could modify the purchasing program
and deliver what is needed to the departments as needed. The savings would pay
for the staff needed to do the work, and more.
He has identified a building that could be used for this purpose. He has talked
with the Realtors involved to find out if the owner might be interested in a trade
of some kind. The County's property is on Division and the one he identified is on
Greenwood.
Mr. Maudlin said that he thinks the Division Street property was part of a trade
with the State, and might be required to remain in public use.
There was a long discussion about relocating various departments and getting
things out of the Road Department. Mr. Maier will investigate other locations as
well.

The Board discussed continuing meetings with department heads each week; in
particular, building and permitting. They may need to open earlier in the day to
accommodate builders and contractors, since they are still closed on Fridays.
The Board then talked about Taylor Grazing funds and how they can be used. This
is an issue with the BLM.
There was a lengthy discussion about scheduling interviews for the Assistant Legal
Counsel position.
There was a discussion about a trade with the Young Club regarding Brosterhous.
This could possibly need a conditional use hearing, with no fee.
The deed for the Addison Street property has been delivered to Mr. Fancher.
There was a discussion about providing additional access to the cemetery, at a
cost of $3,000.
WIC will be relocated this week, and Mental Health will move in. There is a
shortage of space, and anything that becomes available is quickly filled.
