A meeting of the Board of County Commissioners was held on March 16, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; and others. Reese Shepard said the reason for the meeting was to explain the work being done by the Small Business Development Center. Also, there have been news articles recently about cutbacks by the Small Business Administration. The program is going forward at the State level, but it appears they will be receiving a reduced amount of funding next year. He thought it is important for the Board to know what is happening locally in case those at the State ask about it. They have been operating on about $100,000 budget this past year. About 30% of that is from user fees, and 25% from college funds. The remainder is from State and federal sources. Next year, they will be receiving less than this. Transcription of Audio Recording of a Special Meeting, March 16, 1987 Page 1 of 3 Over the past three years, they have worked with 485 businesses or prospective businesses; an average of 15 new businesses each month. Each has received an average of six hours of counseling. Some clients are seen frequently as long-term clients. Using Tillamook as an example, about two-thirds of the 485 were existing businesses, and the other third start-ups. As a rule, about two-thirds of start-ups will decide against going into business. The remaining businesses are either pending or did go into business. About a third of those are still in business three years later. (He explained the tasks required of new start-ups, the planning and evaluation process, and how success is measured. He also went into detail about why businesses fail.) With existing businesses, they offer counseling at no cost. User fees are from the courses that they put on for anyone who is interested. Those wanting to go into business are required to take the classes before they receive counseling. It is $20 for the class, plus a $10 book. (He went into detail on what the classes cover, who attends, and continuing education and counseling for businesses.) They get results from this program, and it helps businesses stay afloat. It also helps people from trying to go into business who are not prepared to do so and will likely fail because of bad decisions. They are over a month out on counseling appointments at this time, and a cut in funding would make this worse. They would like to expand counseling services and small business management classes. They also want to help with farm business management. They are also trying ways to have people buy local or from in-state sources. He encouraged the Board to support this work at the legislative level.
