A meeting of the Board of County Commissioners was held on November 18, 1985. Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Agenda items for the next business meeting are: Amendment to Ordinance 85-027 to add the Highway 97 access plan to the Redmond Urban Area Transportation Plan. Staff said that the Ordinance is prepared after this part was inadvertently left off when it was recorded. This is a routine housekeeping item. Request for an appointment to the Mental Health Advisory Board. Request from River Bend Estates Special Road District from Barry Smith to appoint Bruce McCoy and Janet Alvarez. The Judge has approved this, subject to a screening process. Dedication of a right of way for Empire Boulevard. A part of this overall project is a right of way for Pozzi, Hurlingers and Beaver Coaches. (The group referred to maps and had a lengthy discussion about the project, from Highway 97 to Boyd Acres Road.) They are working with the EPA and Burlington Northern Railroad as well. They start the bid advertisements on December 6. An appeal of the surface mining application on property near Lower Bridge has been delayed at the request of the applicant. Jefferson County responded to the County's letter about a cooperative effort for a Veterans' Services Office. They said they had not budgeted for it this year, but may consider it next year. Deschutes County's budget for the local office has been approved by the State. Signature of a condominium plat The Pines in Sunriver. Signature of a minor partition for Donald Green. Signature of declaration of dedication for Harry Bogart (?). Consideration of Ordinance No. 85-034, to change the name of Deschutes County Family Counseling to Mental Health Services. Consideration of a forest treatment plan with SilvaTerra Enterprises for Awbrey Butte. This is for a fire break for the tower equipment, and removal of some large diseased trees. Signature of an agreement for a legal access system for the Law Library to NW School of Law. The $20 per month fee will be waived for the first 90 days if they sign up now. (There was a long discussion regarding who is responsible for what kind of work on the project.) Ralph (?) of the Library spoke about a request to make changes in the rain gutters to protect citizens accessing the Library. The cost is $1,070. There is a hang-up on the La Pine Library project due to the School Board and administration being gone all of last week. The data processing licensing agreement with the Library needs to be amended. Contract to remodel the Sheriff's Office. There needs to be a procedure for this kind of proposal so there is backup documentation available. Mr. Isham said they can develop something similar to the personal services agreement format. They received a letter from State Intergovernmental Relations Division regarding block grants for pre -planning and engineering projects that may lead to a construction project. They are now subject to Davis -Bacon provisions. An example of what might have been affected is the $10,000 La Pine sewer grant. (There was a long discussion about federal and state grants and how they might be affected in the future, and the role of the County.) Discussion of the County's eligibility to receive $13,120 in funding for emergency food and shelter programs. This comes up each year. There was a lengthy discussion about supplement budgets and tax levies, and the Attorney General's decision on same regarding specific procedures. Application for a loan out of the revolving loan fund for a local firm for $20,000, from Time Tech Computerized Timers. It has been screened and loan documents are being prepared. This will be considered for approval on Wednesday. They manufacture equipment for ski racing. Mr. Maier spoke about vacation accrual beyond the limit, and that departments were notified some time ago that this was going to be cut off. He proposed they do this each January. This will cutback to 240 hours, so people will need to take the time off or lose it. This does not apply to the Sheriff's Office. There are interviews for Public Works Director later in the day.
