BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Declaring Certain Personal Property
Surplus and Directing Disposition.
RESOLUTION NO. 2017-011
WHEREAS, certain personal property described in Exhibit 1 as used election equipment and supplies
owned by Deschutes County are no longer needed by Deschutes County; and
WHEREAS, the Board of County Commissioners (the `Board") finds it to be in the public interest to
sell, donate or dispose of the personal property described in Exhibit 1. If sold or donated, would go to a
government organization that serves voters in another county or state, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. The personal property described in Exhibit Tare hereby declared to be surplus property of
Deschutes County.
Section 2. The Deschutes County Clerk will donate the equipment to an organization in compliance
with County Code Section 2.37.110(A)(7) or dispose of in compliance with County Code Section 2.37.110(B).
Section 3. The County Clerk is authorized to sign documents to transfer ownership.
Section 4. This resolution shall take effect immediately upon its adoption and signing by the Board of
County Commissioners.

BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County Clerk's office requests certain personal property be declared surplus. The
Clerk's office no longer uses certain ballot tabulation equipment. The equipment would be donated
to an organization in compliance with County Code Section 2.37.110 (A)(7) or be disposed of
under Deschutes County Code Section 2.37.110(B), Disposal of Property with Minimal Value.
The Clerk's office is purchasing a new tabulation system from Clear Ballot. The three Election
System and Software (ESS) 650 scanners will no longer be used. They were purchased in 2005
and 2007.
There is no book value for the machines being declared surplus. ESS's next generation of
technology (850s) has been on the market for several years and many other Oregon counties
have 650s available as well.
FISCAL IMPLICATIONS: None.
