Also present were Tom Anderson, County Administrator, Erik Kropp, Deputy County Administrator, David Doyle, County Counsel, and Sharon Ross Executive Secretary. Attending for a portion of the meeting were Chris Doty, Public Works Director, Dan Despotopulos, Fair & Expo Director; James Lewis, Property Management Specialist; Timm Schimke, Director of Solid Waste Operations; Whitney Hale, Public Information Officer; and Judith Ure, Management Analyst. One representative of the media was in attendance. CALL TO ORDER: Chair Baney opened the meeting at 1:30 p.m. ACTION ITEMS 1. Consideration of Board Signature on Resolution No. 2017-005, Support of a Transportation Funding Package in the 2017 Legislative Session Chris Doty, Public Works Director was present noting the passage of a transportation funding package in the 2017 legislative session is one of the primary legislative goals of transportation agencies across the state. He presented a resolution for consideration in Minutes of Board of Commissioners' Work Session February 6, 2017 Page 1 of 4 support of the transportation funding package. This resolution represents a joint effort of the tri -county area and speaks to the needs of transportation agencies. Commissioners DeBone and Baney noted support and understand the challenges in funding. Commissioner Henderson asked for clarification on local funding. Local funding comes from sources such as gas tax and driver's license fees. Commissioner Henderson requested further information and rewording of the resolution before offering support. Commissioner DeBone suggested a letter of support to the legislators. Discussion held on how to fund infrastructure. The draft resolution was reviewed and suggestions for revisions were made. Mr. Doty will revise the resolution and bring back for consideration at the Wednesday, February 8, 2017 Business Meeting. 2. Property Contract with Convention Sports & Leisure (CSL) Dan Despotopulos, Fair & Expo Director was present to review the recent request for proposals that had been sent out for development of strategic recommendations for the overall facility marketing and inventory of existing facilities and products for the Fair & Expo Center. He reviewed the Revenue and Event categories for 2016 — 2017 for the Fair & Expo Center. County Administrator Anderson noted over the past 18 months discussions have been held on the possibility of a sports complex and how it might benefit the region in terms of tourism. Discussions with the Fair Board and Budget Committee prompted review on a broader spectrum and looking at the asset and capacity we have in the Fair and Expo Center. A request for proposals was sent out for consultants. Business practices, marketing, and capital improvement options are some areas of focus in the consultant's work. Mr. Anderson will also give this item as an update during the Joint Meeting with the City of Redmond. The Commissioners expressed support in moving forward with the consulting group Convention Sports & Leisure. Commissioner DeBone wanted the future of the Fair and Expo Center to remain as the Central Oregon feel with the people's fairgrounds. Discussion held on the property and the vision of the future. OTHER ITEMS: • Sisters Eagle Airport: Nick Lelack, Community Development Director and Peter Russell, Senior Transportation Planner were present to review draft talking points for the Oregon Department of Aviation Hearing on the Sisters Eagle Airport that is scheduled Minutes of Board of Commissioners' Work Session February 6, 2017 Page 2 of 4 for February 8t" at 6:00 p.m. Suggestion made for the talking points to be drafted into a letter format. Community Development Department staff will be in attendance at the hearing. Commissioners Baney and Henderson expressed interest in attendance as well. The hearing information will be posted on the BOCC calendar noting the possible attendance of BOCC. Information in the letter should include the three criteria of consideration for public use: provides important air links, provides essential safety or emergency services, and is of economic importance. The letter will be drafted and sent to Public Information Officer Whitney Hale before taking to the Board for consideration. • Joint Meetings: County Administrator Anderson noted the Joint Meeting with the City of Redmond the evening of February 7t". The meeting with the City of La Pine is scheduled for February 8t" • County Administrator Anderson noted the annual dinner with the Circuit Court Judges is scheduled for March 22nd EXECUTIVE SESSION: At this time of 2:40 p.m., the Board went into Executive Session under ORS 192.660 (2)(e) real property negotiations. The Board came out of Executive Session at 3:29 p.m. OTHER ITEMS: Appointments and Affiliations: Erik Kropp, Deputy County Administrator presented the Boards list of 2017 Appointments and Affiliations for the Boards review. Commissioners Baney and DeBone made revisions to their noted sections of the document and submitted them to Mr. Kropp. Commissioner Henderson noted interest in Upper Deschutes Watershed Council, the Deschutes Forest Collaborative Project, and Freight Advisory. COIC Legislative Concept: Commissioner DeBone asked to discuss this item regarding COIC's request of support and to clarify Deschutes County's position. Karen Friend, Executive Director had presented the legislative concept at a prior work session. Commissioner Baney pointed out the fact we would not be allowing people to vote and have a voice and she will remain neutral. DEBONE: Made motion stating Deschutes County is not in support of Central Oregon Intergovernmental Committee (COIC) legislative concept at this time. HENDERSON: Second. As one of few funding mechanisms which does not contain an inflation hedge, increases in funding (rate) require legislative action. The legislature passed a transportation funding package in 2009 and prior to that, 1993. As such, transportation funding, primarily though the impact of inflation, has slowly failed to keep pace with needs - especially capital improvement needs (congestion and safety). In an effort to show support to our local delegation, a resolution was crafted, via the COIC City/County Administrators Group, for consideration by all cities and counties in the tri -county area. To date, the resolution has been approved by Jefferson County as well as Redmond, La Pine, and Madras, and will be considered by the remaining agencies in the coming weeks. The goal of the resolution is to show local government support for a transportation package in the upcoming session. FISCAL IMPLICATIONS: As noted in the Resolution. ATTENDANCE: Chris Doty RECOMMENDATION & ACTION REQUESTED: Approval of Resolution 2017-005, A Resolution in support of a Transportation Funding Package in the 2017 Legislative Session REVIEWED LEGAL COUNSEL For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution in support of a Transportation Funding Package in the 2017 Legislative Session * RESOLUTION NO. 2017-005 WHEREAS, the need for increased funding to address transportation maintenance, operations, capital construction and safety exists within every City and County in Central Oregon; and WHEREAS, significant growth in traffic volume has exacerbated congestion and the need for safety and capacity improvements on the state highway systems connecting our communities; and WHEREAS, investment in transportation infrastructure results in near term job creation in the construction sector and long term job attraction via the addition of system capacity to accommodate economic development; and WHEREAS, time is the enemy of a deteriorating infrastructure as deferred and forgone maintenance result in exponential and inevitable cost increases; and WHEREAS, legislative adjustments in transportation funding are infrequent and the buying power of prior adjustments in revenue are eventually eroded via inflation; and WHEREAS, local funding options are complex and difficult to gain voter approval, yet the State Highway Fund mechanism is established, fair, and preferred by industry stakeholders; and WHEREAS, the federal Secure Rural Schools and Community Self -Determination Act is set to expire, leaving a significant funding void in county road programs; and WHEREAS, preparation for natural disasters and emergency response is not exclusive to western Oregon communities; Central Oregon cities and counties will play an important role in the recovery of Oregon from the Cascadia event; and WHEREAS, the Cities and Counties of Central Oregon recognize that increased funding to meet these needs will require the development of new revenue sources; therefore BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSION, DESCHUTES COUNTY, OREGON, as follows: Section 1. The signatories to this Resolution strongly support development of a Transportation Funding Package in the 2017 Legislative Session to generate needed revenue to invest in the maintenance, operation, capital construction, and safety of our transportation systems. Acknowledge the Board has received significant and thoughtful public input on this and other airport -related issues, which the Board appreciates. Please know the focus of tonight's hearing is only on whether the airport should be listed on Appendix M as a public use airport. The hearing and decision, which you will hear more about from ODA staff, is based on three criteria: o Provides important air links o Provides essential safety or emergency services o Is of economic importance Sisters Eagle Airport in the past has been a base for firefighting operations and air transport of crash victims, and provides jobs in Deschutes County. Regarding other airport -related matters that many people have raised to the County, please know: 1 We have adopted procedures and processes that must be followed, including public hearings open to everyone, to consider any future proposal to expand the airport's boundaries, operations, or activities outside City limits and onto County zoned land. 2 Our staff is working collaboratively with Sisters thele Air, Eagle Air runway extension, and Estates HOA, and the Department of State Lands onhe keeping the Board up-to-date on the progress toward a solution. Skydiving operations have ended and cannot begin unless approved by County through a public process. These, however, are not the subjects of this hearing or process.
