A selection committee comprised of representatives from Health Services, Road Department, CDD, the Sheriffs Office, Facilities and Administrative Services reviewed the proposals and selected Press Pros. Five companies submitted proposals: DataBar, PressPros, XPress Printing, Miller's Minuteman Press and KM Minuteman Press. DataBar and KM Minuteman Press were eliminated as they did not meet the minimum requirements of the RFP (neither company has a local representative or shop). The remaining three proposals were reviewed, discussed and scored based on the evaluation criteria set forth in the RFP: Competitive Pricing 20%, Product Quality 30%, Vendor Qualifications and References 20%, Customer Service and Availability 20%, and Use of Recycled Paper and Energy Efficient Production and Service 10%. The County's print vendor provides printing for business cards, letterhead, envelopes, note pads, brochures, flyers and forms. They also handle high-volume and specialty copying, including large document copies. FISCAL IMPLICATIONS: Each department pays for printing services on a per job basis. PUBLIC HEARING ON THIS DATE? NO BACKGROUND AND POLICY IMPLICATIONS: The Board at the Feb. 22 public hearing discussed three options for defining existing building: 1) the building existed prior to the application for a medical hardship dwelling; 2) the building existed as of Jan. 1, 1974 (which is when the County's building permitting system began); or 3) the building existed on or before 30 days after the effective date of Ord. 2017-001. The Board closed the hearing and deliberated, deciding existing would be defined as the buidling was in existence on or before March 29, 2017. The Board further decided the ordinance met the criteria for being adopted by emergency. The Board set Feb. 27 as the date for first and second reading and adoption by emergency. Previously, the Board had discussed Ord. 2017-001, which implements land use file 247-16- 00511-TA, at a work session on Jan. 23 and public hearings on Jan. 30 and Feb. 22. Based on public testimony at the hearings, the Board decided to add Forest zones to the text amendment of Deschutes County Code 18.116.090. The use of existing buildings as temporary dwellings in the case of medical hardship is allowed in the Forest zone by Oregon Revised Staute (ORS) 215.755(2). The original language only applied to existing buildings in the Exclusive Farm Use (EFU)zone. FISCAL IMPLICATIONS: None RECOMMENDATION &ACTION REQUESTED: Take public testimony and consider signature and first reading of Ordinance 2017-001 and schedule a second reading at a date certain,but no sooner than two weeks. No one testified at the hearing, which the Board then closed. The main topics of the ensuing deliberation were defining the term"existing" building and whether the ordinance merited adoption by emergency. Definition of existing The Board discussed three different potential definitions for existing: 1) the building has already been built on the property prior to applying for a medical hardship; 2) narrow to a more specific time, such as existing as of January 1, 1974, which is when the County's building permit process was fully up and running; 3) the building was in existence at the time of the effective date of Ordinance 2017- 001. After further discussion,the Board selected#3 and set Feb. 27, 2017, as the date for adoption. Based on the Board's deliberation, the text amendment was further modified. The proposed specific language is shown with new language in underline: DCC 18.116.090(A)would be revised as follows: "A temporary use permit for one manufactured home of any class or one recreational vehicle on a lot or parcel in addition to an existing dwelling may be granted when a medical condition exists. In the Exclusive Farm Use and Forest zones only, an existing building may be used as a Quality Services Performed with Pride temporary dwelling. For the purposes of this section, "existing" means thq building was in existence on or before March 29, 2017. " DCC 18.116.090(F)would remain as originally proposed. DCC 18.116.090(F): "The manufactured home shall be removed or the recreational vehicle shall be vacated, and disconnected from any electric, water or sewer facility connection for which a permit has been issued not later than 90 days following the date the medical condition requiring the temporary use permit ceases to exist. In the Exclusive Farm Use and Forest zones the existing building will be returned to a permitted non-residential use within 90 days following the date the medical condition requiring the temporary use permit ceases to exist." Emergency clause The Board, based on public testimony at the Jan. 30 and Feb. 22 public hearings, decided there was sufficient reason to enact Ord. 2017-001 by emergency.
