MINUTES OF SPECIAL MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
Allen Conference Room
Friday, March 24, 2017
Present were Commissioners Tammy Baney, Anthony DeBone and Phil Henderson. Also present
were Tom Anderson, County Administrator, Erik Kropp, Deputy County Administrator; David
Doyle, County Counsel, John Laherty, Assistant County Counsel, and Sharon Ross, Board
Executive Secretary. No representatives of the media were in attendance
CALL TO ORDER: Chair Baney opened the meeting at 8:13 a.m.
EXECUTIVE SESSION: The Board met in Executive Session under ORS 192.600 (2) (h) Litigation.
The Board came out of Executive Session at 8:47 a.m.
OTHER ITEMS:
• Draft Policy: County Counsel Doyle presented a draft policy to address the licensure
reimbursement issue raised by the District Attorney's Office. Discussion held and the
Board expressed support for attorney staff, however the Board generally felt that the
draft policy was not the proper approach and therefore it was not adopted.

EXECUTIVE SESSION: At 9:25 a.m. The Board met in Executive Session under ORS 192.600 (2)
(e) Real Property Negotiation. The Board came out of Executive Session at 9:52 a.m.
OTHER ITEMS:
Legislative Session: Commissioner DeBone commented on a possible letter of support
regarding Senate Bill 634 sponsored by Senator Tim Knopp regarding biomass and would
like to write a letter to request a hearing. Board support was expressed.
• EOCA: County Administrator Anderson noted the current year Membership Dues
invoice was received from the Eastern Oregon County Association. Historically the
Board has chosen to pay the billed dues at 50% of the proposed formula. Mr. Anderson
stated the invoice last year was for $15,800 and was paid in two payments last year per
Board direction. Discussion held on lobbying efforts for Payment In Lieu of Taxes (PILT)
and Safe Routes to Schools (SRS) and the Board direction is to move forward with the
payment of the invoice in the full amount. Possible opportunity was seen with change
in Congressional leadership to increase PILT funds by participation with funding for
EOCA.
• ECWIB: The Board has been requested to find replacement for prior Commissioner
Unger's seat on the East Cascades Workforce Investment Board (ECWIB). Discussion
held on Board representation on boards and committees.
BANEY: Move approval of appointment of Commissioner Henderson to the East
Cascades Work Force Investment Board.
DEBONE: Second
VOTE: DEBONE: Yes
HENDERSON: Yes
BANEY: Chair votes yes. Motion Carried
• Boards and Committees: Discussion was held on interest of serving on the various
boards and committees. Commissioner DeBone suggested the concept of sharing and

rotating appointments. Commissioner Henderson is interested in serving on the Basin
Study Work Group but at this time is not interested in serving on the Upper Deschutes
Watershed Council. County Administrator Anderson will draft a chart of water
organizations including their membership and vision of work.
• Joint Work Session: A Joint Work Session is scheduled with the City of Bend and
Deschutes County for April 11, 2017 from 10:00 a.m. — 12:00 noon. An agenda will be
posted.
• Circuit Court: Discussion held on the legislative bill proposing an increase in circuit
court judges and the level of crimes that have increased the caseloads. Also discussed
was adding a class tour for this year's County College to the District Attorney's Office.
County Administrator Anderson will review the option with Whitney Hale.
ADJOURN: Being no further discussion, the meeting adjourned at 10:49 a.m.
