DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on October 21, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Agenda items for the next business meeting:
Discussion of dual publication when required, per Sue Penhollow. The County has
been using one publication. Therefore, they would have to use the Bulletin and
the Spokesman, with the largest paid circulation. The additional cost would be
nominal.
Discussion of veterans' services officer status. They need to act on this soon so
they can procure funding.
Minor land partition for Don Edmonds.
Safety and law enforcement contracts for 1985-86, with the State Marine Board.

Signature of Ordinance 85-033, designating the local alcohol and drug planning
commission as the local alcoholism planning committee for Deschutes County.
John Anderson will be talking about the soil renewal contract.
Military Department facilities lease regarding the use of the armory in Bend as a
polling place.
Requests for refunds.
Personal services contract for William Hurst, MD.
Oregon Consortium's Board of Directors' annual meeting. Ms. Prante needs to
determine if she is going to continue attending on behalf of the County.
Executive session will be scheduled to deal with litigation.
Reconvene as the Board of Equalization on November 4, with the Budget
Committee, so a reappointment can be made. J.D. Clark would like to continue,
and they could also reappoint a Commissioner.
On October 24, there will be a work session on the public transit division funds
from the cigarette tax, regarding transportation for the elderly and handicapped.
It will be in the community room at Cascade Natural Gas from 10 AM to 2 PM.
Oregon Traffic Safety Commission has invited the County to submit an application
for a grant from the Federal Highway Safety funds for Deschutes County's
comprehensive community safety program. Eastern Oregon Health Systems
Agency is working on this. No official action is necessary until there is a grant.
Discussion occurred regarding a past energy audit, in the hope of saving some fuel
costs, which are very high. This was delegated to Public Works to determine the
best way to go and whether there is a way to save on energy costs. Evidently they
were told this was a low priority for the Board. Staff asked if this has changed.
They are talking about low-cost retrofits rather than major systems changes.

They can look at what is available and whether it is cost-effective. They spent
$60,000 last year for the justice building.
Mike Maier said he was getting inundated with calls from consultants who said
the County can save a lot of money. He doesn't know what is good or bad. The
City is doing the same thing, so they had a meeting and asked the engineers to
come back with recommendations. He did not make this a priority, but didn't
want it forgotten. The Board wanted this followed up.
Contract amendment for JSC funds.
There have been requests for additional staff in the Assessor's Office, building
maintenance and support enforcement. (Mr. Maier elaborated on the requests,
which he felt are warranted, and the documentation received.) There was a
lengthy discussion about each of the requests.
