A meeting of the Board of County Commissioners was held on November 4, 1985. Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Discussed in advance of the next business meeting: Seat belt proposal, voluntary restraints. Maximum amount of vacation hours to be accrued. (Two years.) Underground storage of nuclear waste at Hanford and potential pollution of groundwater. Regarding the Sugar Pine Program, a request from Juvenile Department to be included in the medical and dental program for the County. Transcription of Audio Recording of a Work Session, November 4, 1985 Page 1 of 3 Mike Maier said the program started about a year ago with a grant from Juvenile Court Resources, Inc. It serves six to eight counties that are part of the Sugar Pine Program, whereby juveniles fix up trails. To date, the County has received a little over $13,000, but spent almost $16,000. The understanding was that the County would not subsidize the program. There should be another check from them soon to cover this, but upon completion it is likely the County will be subsidizing it anyway for a total of about $5,000. There was a long discussion about how the budget was set up, the cost of fuel and vehicle usage, and other counties and organizations. There is not enough funding to pay for benefits; they already had to add for PERS. However, the program does benefit Deschutes County more than the other counties. There is a Juvenile Foundation grant in the works that might help with some of the cost. No promises were made to add benefits. The Board indicated if there is additional funding available, they will consider adding benefits at that time. Teenage Alcohol Program grant for $30,000 ($60,000 for the biennium). Public hearing on the La Pine sewer project grant application. Getting the paperwork in order has been difficult. They may need to drive to Salem and meet with the agency there to work out the details. Signature of security and consent for assumption of a loan with AccuEdge, Inc. Agreement with Oregon State Health Division to continue to provide counseling and obtain blood specimens for HTLV -3 (AIDS). Signature of power line easement for Central Electric Cooperative. Signature of an amendment of a license to use land, with Mt. Bachelor, Inc., who might license a portion of the land to Bend Metropolitan Park & Recreation District (the parking lot). Ordinance 85-033, designating the Local Alcoholism Planning Committee for Deschutes County. This would be the second reading. Resolution 85-037, amending paragraph 2, section 10 of Articles of Agreement, forming Central Oregon Intergovernmental Council. This extends the contracting period beyond two years, so they can make loans. Consideration of a proposal from Government Financing Associates Inc. for financial consulting services. Request for refund. The State requires a sign -off on vehicle licenses according to statute, but someone can be designated to do this. It is supposed to be the highest elected official. An Ordinance can probably designate someone other than the Board. The Assistant County Counsel was named with others in the Rajneesh incident, in regard to building permits for tents. There is ongoing work being done regarding the garbage franchises.
