DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
June 2, 1986, 9:00-10:00 AM.
A meeting of the Board of County Commissioners was held on June 2, 1986.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Agenda items for the next business meeting were:
Budget hearing for the extension service and Inn of the 7t" Mountain.
Public hearing on a proposed vacation of a portion of O.B. Riley Road, and an
Order for same.
Continuation of discussion of transportation plan, including Cooley Road. This
would mean taking Cooley Road through to Deschutes Market Road. There were
no objections except J.D. Ranch Estates might be affected. They preferred to cul-
de-sac Cooley so it is not a thoroughfare.

Another problem is the potential noise and traffic, per several people who live on
Deschutes Market Road who had testified against it. Some people don't want this
road used instead of Highway 20.
There was a lengthy discussion regarding this situation and whether the County
should allow this vacation. Traffic needs to be accommodated as well. Findings
need to be developed as soon as possible, or this needs to be removed from the
transportation plan at least temporarily.
Fee resolutions are to be approved.
Approval of a credit on solid waste fees.
A discussion of inspection and approval of public spa facilities and the fees for
same; in particular, Sunriver and Black Butte Ranch. Fees would be less if there
are multiple spas in the same building. Staff will develop a formula for this.
Financial segregation papers for Mervin.
Signature of a development agreement with Neery.
Minor partition for Lafferty.
Financial agreement for Silva.
Contract modification for clinical services between COCC and the Health
Department.
Mental Health Division regarding police holds. Temporary rules have been
developed but some of the issues have not yet been addressed. The Board does
not want this authority, and local law enforcement agencies should be involved in
this.

Discussion of irrigation problems affecting County roads. The County has the
authority to warn people who are watering down the roads. A citation can be
issued after this. Typically in the past, citations are ignored or thrown out of
court. It is a major problem much of the year, especially in the Alfalfa area. The
roads get saturated and then the truck traffic tears of up the road base. The
Department wants to know if the Board wants them to look the other way, or
continue to write citations and hope they are defended.
People ignore them or the court doesn't impose a fine. Mr. Isham said they could
put a lien on the property if there was a fine, although the fines are usually less
than $70.
They can't keep up on this damage on a yearly basis. This is normally noticed
when an employee is in the area and notices a problem. It is not necessarily a
problem with the wind, but flood irrigating 24 hours a day. This can be
controlled. The Farm Bureau wanted the ordinance thrown out. The Board said
the department should warn and cite.
Discussion of using a public vehicle for private use. This will be added to the
personnel rules.
Discussion of the JSC fund's accrual of interest going back to the JSC. Mike Maier
said that this interest is about $500 a year and goes into the general fund. It's a
dedicated fund and perhaps they should get the interest, but this is the only way
to offset other County expenses. The Board felt that this should continue going
into the general fund.
Board letter to the U.S. Department of Energy suggesting that they don't continue
putting nuclear waste in Hanford. They need to take all this stuff to Texas.

Discussion of work on public rights of way that are not public roads. There is no
system for someone to receive authorization to do this, or even open a public
right of way that was previously closed. People who live in the area next to
Wickiup Junction want to improve it at their expense, but want assurances that
the County is okay with it. If the County can't fix it, they should be able to do so,
but the work has to be done properly. (There was a long discussion about
liability and possible future improvements.) Mr. Isham said there is no County
process for permitting this. The Commissioners said they don't want to tell
someone that they can't improve it. Mr. Isham will research this issue.
Contract with MicroGraphics for computer equipment. The old equipment can be
traded in for a minimal amount. This is budgeted.
