A meeting of the Board of County Commissioners was held on March 25, 1985. Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items for the next Board business meeting: Request for refunds. Mental Health Department amendment with Mental Health Division for a two-day workshop. Transfer appropriations to Awbrey Butte contract services line. Subcontract amendment for the La Pine preschool. LGPI class study for elected officials. Mr. Maier said that a security alarm system is proposed by Simplex, who installed the smoke detectors in the corrections facility. Vandalism by the prisoners is the main issue. They tried to use local companies for this but it is not working all that well, so they are exploring getting on line with the manufacturer to provide maintenance and repairs. That is his recommendation. Remonstrance hearing on the 16th Street local improvement district, on April 3. The Wednesday meeting is at 7:30 PM. There are two bills in the legislature, HB 2447 and SB 488 relate to the funding of libraries for per capita reimbursement. These are supported by the libraries and the other counties, and they have asked for the Board's support. SB 488 is probably the closest to what is needed. Request for a Resolution to issue industrial development revenue bonds by the State to Accuedge, Inc., within the city limits of Redmond. Vehicle insurance claims. Staff advised where the claims stand at this point. There was a lengthy conversation on how these should be handled, and how the insurance companies are performing. There was a discussion about the County's agent of record status as well, and how well the departments are reporting on this to administration. This will be discussed further on April 3. Mr. Mayfield came before the Board regarding the Odem Way LID. It was not set for remonstrance yet, as the Board did not fully understand the issue. Mr. Mayfield said they had 80% of the owners on the petition who agreed to the LID. Mr. Isham stated that they talked about farm deferral on the Odem Falls Ranch, and the lots being pledged for security for the LID were not adjacent to the road that was being improved, and were not a part of the subdivision. Odem Falls Ranch is a PUD with the roads being private. The homeowners in Tetherow Crossing area are also affected. (There was a lengthy discussion about how those homeowners feel about a LID, and the details of the developments.) The total cost per lot is about $3,800. He feels it is possible to receive more than 50% of all the affected property owners, as security for the LID.
