DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on March 11, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; and other staff; and Jack Thornton of
KBND Radio and Rick Addig of The Bulletin.
For the next regular Board business meeting:
Discussion about the structure of the work session and how they can
communicate with the media on likely issues to be addressed. If anyone has
something new they want to throw it in the work session that is not already on
the agenda, that they put it in a folder in the front office. The media can call on
Thursday to see if something new has been added. Or they can show up for the
meeting.
Memorandum on buying a computer for the front office, from AT&T. They will
rent the keyboard for $9 a month while they await some new keyboards that are
coming out. They will investigate what a new keyboard might cost.

Greenwood Bowl has been offering free bowling to clients of Rainbow House.
Ms. Prante would like to consider some kind of acknowledgment to them for this
effort.
A call came in about having animals inside public buildings, in particular the
Search and Rescue building. There is no policy for allowing this. They will look at
adopting a policy excluding animals except for seeing -eye dogs. Mike Maier will
have to take his cat home.
Discussion of the Division Street property as a rental and the dedications of rights
of way, utilities and other factors. Mr. Isham said that there are about 100
documents involved in the transfer. Not all have been surveyed. The State has a
contract on the widening of the overpass on Highway 97. (He referred to a map
of the area.)
The County agreed to do all of the surveys, legal descriptions and legislative work
on the vacations. The County also has to develop all of the releases and transfer
documents. He is concerned that the County does not have the time or the
manpower needed.
All transactions would need to close simultaneously. This probably won't happen
for at least 90 days. The biggest hang-up is the stop light issue. Neil Hudson and
Steve (?) added their input to the lengthy discussion. They do not want people
coming out of the shopping center forced to make a right turn to get back north
to Highway 97. Penney's is ready to build and move into the shopping center.
The Board needs to decide if they want to pursue this and what obligations the
County would have. It started two years ago but some circumstances have
changed. The shopping center and the State want this to happen. The work
needs to start very soon. It is being held up for $6,250, which the Commissioners
felt is not enough to jeopardize the project. It is not appropriate to back out at
this point. There is funding in the closing account to cover the cost of the new
traffic signal.

This will be discussed further at the Wednesday meeting.
4-H/Extension representatives were introduced. Two students were in
attendance to view the meeting, and will represent 4-H at a government
conference in Salem. The Commissioners explained the work that they do, and
the reasons the media is present.
On April 24 and May 29, they will schedule budget meetings with the Inn of the
7th Mountain Service District and 4-H Special Service District.
The addendum for the position classification needs to be considered, for Public
Works.
Bob Borland (?) submitted some suggestions regarding Community Development.
Ms. Prante suggested that John Anderson review it and provide some feedback.
The new phones are already in process.
Letter from Bob Greenstreet of the Assessor's Department that they need to
appoint someone for the Farm Advisory Board. Don Williams has been serving in
this capacity but his term is expiring soon. Ms. Prante feels they want him to
continue. The Assessor appoints two members, and the Board appoints two
others.
Local option for energy efficient building codes. This will be held over until next
week.
Bill Marlett will talk about the Ragatz contract.
Community Development came up with a policy development procedure so that
there is a consistent way to get information into the department. This may
require the revision of an ordinance, or a new one.
Lynn Stonelake is scheduled to be at the department head meeting this week, but
will be working with the State auditors. She will come on the 20th instead.

Front office organization. They seem to be getting behind and he wonders if
there is a short-term solution for this. Ms. Prante wants to consider a third
person on a temporary full-time basis, paid hourly. This person would be shared
with Gerri Shutte, and can pick up all of the low -skill work to relieve the two level
three people so they can get caught up. They are backlogged after having just
one person for several months.
Then they will know by next year if this needs to change and go into the next
budget process. This should start just after they get a computer for the office.
This will allow Susan and Kathy some time to catch up.
Meeting of Solid Waste Advisory Committee this week.
Discussion of the structure of meetings between the City, County and recycling
groups needing to be tied down. This will go on the agenda.
Lease agreement with the Redmond Armory to use the Armory as a polling place.
Request by the Mental Health Advisory Committee to appoint Barbara Bagg as a
member of its board.
Signature of a change in ownership form for T & M Repair & Auto Truck Wrecking,
on Reed Road in La Pine.
Sheriff's Department evaluation, through Doneca or another group.
Request for refunds for the Tax Department.
Signature of two agreements with the Motor Vehicles Division for identification
cards.
Acceptance of dedication of Knott Road.
Agreement with Central Oregon Pumice Company.
LGPI class study of elected officials.

Order 85-028, creating an industrial development revolving fund. (There was a
lengthy discussion about the merits of this Order.)
The River Study and the overall process of building hydroelectric plants on the
river, and numerous hearings on same.
Zone change ordinance as proposed by George Read, ten acres to go from surface
mining reserve to surface mining, which was non -contested. This involves rock
crushing just north of Tumalo by the Cline Falls pit. It will be by emergency.
