DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
March 4, 1985; 9:00-10:15 AM.
A meeting of the Board of County Commissioners was held on March 4, 1985.
Commissioners present were Dick Maudlin and Larry Tuttle. Also present were
Rick Isham, County Counsel; and other staff.
It was pointed out that this is the first official work session under the new
ordinance.
Items for the next Board business meeting:
Mr. Maudlin presented a draft letter regarding Bob Johnny (?), addressing
problem areas. He suggested the County do its own engineering studies on job
items #3, #6, #8, and #21. Those jobs consist of Lower Bridge Estates, the Dry
Canyon LID, Chaparrel) Estates Phase 2, and the 1984 overlay project. These are
the areas to focus on that will cover all 21 issues having to do with bidding road
projects.

Mr. Maudlin wants to be sure that what they need to do is necessary. The main
complaint they have is that some of these problems are not being addressed as
they should be. #6, #7 and #8 have to do with items that are not available. All of
the other items need to be addressed. Mr. Johnny said that all of the jobs are
over.
Mr. Johnny said that if they are going to bid specifications, and it costs money to
do so, or if they aren't going to, he needs to know so they can be competitive in
the bidding. All will go over the information provided.
John Anderson talked about periodic review and one task will be a new land use
inventory. In any case, they get regular requests for aerial photos of properties
to help people find them. There is a $5.00 fee for the service.
They are looking at contracting for some aerial photography, along with the
Assessor and Public Works. A lot of people use this. WAC is an organization that
will be flying over central Oregon this summer. While they are doing this, the
County can pay them instead of contracting for a special flight. (He went into
detail about what areas that would need to be photographed, the timing and the
cost. There was a lengthy discussion about this.)
With a 10% discount for signing a contract before July, the cost would be about
$3,400. This is an usually good price for the amount of photography requested. It
could come out of the land sale fund. The Board was supportive of proceeding
with a draft agreement.
Ron Taylor is coordinating a space study, and met with all department heads. He
will meet with each department head individually regarding current and future
space requirements.
Regarding the purchase of a computer for the department, staff met with Dave
Peterson and John Anderson, and it meets everyone's needs. They need to
schedule a demonstration to show what it can do.

Mr. Isham has not put together a facilities plan for La Pine yet. There is a
company interested in a couple of large parcels off Finley Butte, approximately 20
acres. This would be an annually renewable lease for wood chipping. They need
site plan approval no later than April 15. It will be a heavy use and single-phase
power may not work. There might be degradation of the roads. A lot line
adjustment might be necessary. There should be kind of bond or other
assurance. The amount mentioned for rent is $1,000 a month. This could provide
funding for future development.
The lessee should cover all utilities and property taxes. They want this to be
guaranteed renewable. (A lengthy discussion ensued.) It will be similar to an
operation now in Redmond. The Board was supportive of working out the
details.
The District Attorney said a judge pro tem needs to be appointed to cover for
vacations and other absences. Mr. Isham said that a hearings officer pro tem
could be used instead. The person just has to be a lawyer.
Mr. Maudlin has received a lot of calls regarding recycling efforts. There will be a
meeting of interested parties, including the City of Bend, to see what to do next.
The City of Redmond has actually set up a recycling program. (A long discussion
took place regarding the new State law and local efforts to comply.)
A discussion took place as to what is going into the landfills, such as PCB's.
Sometimes trucks seem to show up from other areas. This could end up be a
liability issue. There was a lengthy discussion about training landfill personnel on
what to do at the local level.
Resetting the remonstrance hearing for the 16th Street LID.
Health Department bid award.
Final decision on Special Road District #4 LID.
Award of a contract on the Odem project in Redmond.

Minor partition, Clausen Acres subdivision plat.
Interoffice agency agreement for daycare facilities sanitation inspection
reimbursement.
Agreement with the Motor Vehicles Division regarding the issuance of
identification cards.
Purchase of computer software and related hardware.
Resolution for the Bend Metro Park and Recreation District to be its own contract
review board.
Staffing of the County Counseling Clinic. Someone went on an extended leave of
absence of over two years, which conflicts with personnel rules. The Board
reviewed a letter clarifying that this was done in error.
