DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: MEETING WITH DEPARTMENT HEADS
November 2, 1985; 2:00-3:00 PM.
A meeting of the Board of County Commissioners was held on November 2, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other County staff.
Mike Maier talked about the TMJ, and KMSB Insurance is going to provide an
additional program within current rates. The representative of KMSB said they
would like to put in a 50% benefit up to $2,000, effective January 1, at no cost to
the County. It would be a monitoring technique. They pay $500 now towards an
operation that might cost, for example, $3,000. It is difficult to predict the rate of
occurrence, but they would like to modify this benefit and monitor the change of
utilization.
The contract ends August 1. This would continue if the contract is extended.
(There was a lengthy discussion about loss ratio, use of the plan and other issues.)
There is still co -pay and a judgment of the employee involved.

There was a discussion about adding the Schick Center to benefits and sending
Mike Maier there to stop smoking.
Some people have asked if the County would cover a weight loss program under
certain circumstances. Ms. Prante asked if someone could follow up on this. The
person most concerned about this and who wrote a letter is Sue Stoneman. Mr.
Maier will check into this.
Mr. Isham said that the description about what might be covered in the
emergency room is confusing. The agent will investigate this particular situation
which involved a non -accident emergency. There might have been an issue as to
how it was billed. It was $140, when to go to a doctor might have been $20.
County Counsel has been very busy with a variety of issues, including periodic
review. There are three new employees involved in this review, and it is getting
confusing when you take into account the river study process.
The Library Board is meeting to discuss, among other things, whether a levy
should go on the ballot. Mr. Prante said that the Library has the option to
become its own entity, without any affiliation to any other entity. If they opted to
do this, they are then in a position to have to purchase buildings. They'd be their
own taxing district and have their owner personnel and operations. All the books
belong to the County. The operating levy now is just for operations.
The biggest concern is if the levy doesn't pass, what the Library can continue to
do at the present rate. There won't be enough funds. All the cuts the County has
to do will be done equally across the departments, including the Library. There
won't be any choice. Maybe a library district approach is their best long-term
approach. (There was a lengthy discussion of the process.)

There was a long discussion about a floating holiday and when employees should
take theirs.
