DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
March 18, 1985; 9:00-11:30 AM (two tapes).
A meeting of the Board of County Commissioners was held on March 18, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items to be on the agenda for the next Board business meeting:
Request for a salary survey of elected officials, per last year's budget committee.
Update on office assistant classifications, to make sure the positions are
consistent with the function. They did this with the Road Department already.
The cost of the study is $1,325. Mr. Maier would like it included in the personnel
budget for 1985-86. They might want to include the library as well but this might
cost more. The Sheriff's Office would not be included because those salaries are
covered under the collective bargaining agreement. (A long discussion occurred
regarding levels within the classifications.)

Letter of congratulation to Jean Hershey, who received the Woman of the Year
honor. She lives in Crooked River Ranch.
Local improvement district in Odem Falls Way. The people who spoke at the
hearing said that they were certain the Commissioners misunderstood their
intention, and want to come in to a work session to explain.
Arbor Day is coming up, and the Board will support a Proclamation and some tree
planting at Knott Landfill.
Discussion of the final review of the salary schedules is tomorrow, for the Public
Works Department.
Discussion of dilapidated or burned buildings on properties, one on Nelson Road
and one on the Old Redmond Highway. There was a lengthy discussion regarding
who the owners are. They need to establish a process to deal with these
problems. The best bet is probably to notice the action, and to demolish the
structures and put a lien against the property. This will prevent kids from playing
in these hazardous buildings. They also don't look very good. There is more
liability involved by ignoring them. Mr. Isham said they took some action on Old
Redmond Highway but an owner showed up. The County has never taken any
action on the Nelson Road one. There is State law they can follow for this.
Discussion of Special Road District #1. The concern was a time lapse between
actions taken. The Board can go ahead and sign the order.
HB 2519 related to lots of record. It appears this bill will not go forward.
1985 Farm Board membership was discussed. The Assessor appoints two, the
Board appoints two, and the members appoint one more.
Mr. Maudlin said he is a member of the Eastern Oregon Health Systems Agency in
Redmond. They provide a certificate of need analysis, general health planning
documents and participate in emergency medical technician activities. It covers
all 18 counties east of the Cascades.

It fits under the minimally funded program, receiving a $100,000 grant from the
federal government. However, you can only cover so much territory with a
certain number of people. A $30,000 grant has been requested by the group
from the State this year. This looks favorable at this point, but leaves them about
$7,000 short in their budget.
Each of the counties have been asked to participate on a one-time effort to
support this agency, based on population. Some have already submitted funds.
They are asking for $500 from Deschutes County. He wants to see this supported.
If this group does not get further federal funding, it will go away by the end of
1986. If they don't get the State grant, they will start to phase out. The Board
was supportive.
Mr. Peterson and Mr. Delamar (?) came before the Board to talk about a
computer enhancement program for the Library. There was a lengthy discussion
about enhancing the central computer and replacing the Library's computer with
a newer model. Mr. Maier said there are funds available out of revenue sharing.
The total cost would be about $30,000.
There was a very extensive discussion of the central computer system and the
needs of all of the departments for upgrades; and whether this should be done
piecemeal or all at once. All total, it could be nearly $500,000 but would
eliminate a lot of maintenance issues. This obviously needs to be studied at much
greater length.
Bend Recycling Committee. Coordination needs to be done with the City and
others.
Declaration of dedications for several areas including Odem Meadow.

Panoramic Access Special Road District appointment — competing requests.
Declaration of dedication relating to the China Hat Road project.
Soil Study contract renewal for long-range planning and survey for agricultural
zoning.
Home and Health closeout.
COED has asked to make a presentation; perhaps this should be delayed to the
Board's evening meeting.
Hearing regarding applications for a grant for revolving loan funds. There are two
requests and a public hearing needs to be held regarding the use of the funds.
There needs to be an intergovernmental agreement with the City of Bend
because these companies are within the urban growth boundary.
Discussion of issues with the Public Works Department with Neil Hudson.
Reclassification has been addressed. There was a lengthy discussion about pay
ranges for the maintenance worker, engineering associate and the lead worker;
and various solid waste positions.
It was felt that the change in ranges was not significant enough to cause a
budgetary problem.
Discussion occurred regarding some of the computer problems being experienced
by the department. It was pointed out that similar issues are being experienced
by other departments as well. The Budget Committee determined last year that
data processing was a high priority, and recommended putting $180,000 into
general computer projects. It is important to get one-time expenditures handled
so they can gear up for an overall improvement of the system.
Staff indicated that if they had the right computer equipment and software, they
might be able to cut back on the number of people needed, or at least hold the
line.

Staff talked extensively about forest receipts and how this revenue stream is
uncertain. It is okay for this year but next year is unsure. For the Road
Department, funding is as slim as they have ever seen it.
There was a discussion about some accidents on the road that involved County
vehicles and staff, and the difficulty of collecting from the other party who was at
fault. Mr. Isham explained how the process works and that this is beyond the
scope of the agent of record.
A consultant is needed to do some engineering on the landfills: Knott, Fryrear and
Southwest. Those permits need to be renewed by the DEQ. It will cost probably
$20,000 for Knott and $10,000 each for the others. It is not in the current solid
waste budget. The Board was generally supportive but wants to talk more about
it next week.
Accessing the city cemetery after the State took away the access point. It is about
$2,500 to pave the new access off Franklin. The City doesn't have the funds. The
unpaved road is already there. Staff recommended that the County do this. One
of the Commissioners plans to talk to the State to see if they will share in this
cost.
The makeup of Special Road District #1 has had a lot of changes; 143 out of 205
properties have changed ownership. However, about half of those are due to
divorce decrees, so most are still owned by basically the same people. That
means about 70 ownership changes. Most of the people have been fairly good
about paying their assessments anyway.
