A meeting of the Board of County Commissioners was held on June 15, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items for the next Board business meeting: Discussion of revolving fund checks, and revenue from the State Highway Department. Approval of negotiating rights of way. Personal Services Contract with environmental training consultants. Discussion of Sherry Way road improvements, and signage of intersections. Services contract with the Central Oregon Alcohol Council for various subcontractors. Student retention initiative, through Rosie Baries. COCC agreement for clinical services. Jail repairs update. There has been a delay of about three or four weeks. They need to finish out B tank and have bids for that. If there are not enough funds for this year, they will have to carry some of the work over until the next fiscal year. Mike Maier is looking for funds to try to complete the work out of this year's budget. They are short about $20,000. (There was a lengthy discussion about the use of State funding and other related issues.) STF contracts with approved providers. Site plan agreement to include mobile home sales on the north highway. Development agreement for Ronald Shepland. Temporary permit for a mini golf course in Mall One of Sunriver. Staff said that representatives are in attendance to talk about this. There are two principal zones in question: the resort zone and the commercial zone. When the commercial zone was adopted in 1982, they tried to reflect what the owners at the time wanted. No recreational opportunities were included as outright uses. There is nothing that gets close to a mini -golf course in the conditional uses. (A long discussion ensued.) The Mall One owner and tenants there support this use. Mr. Maudlin feels that it is really a commercial venture. Staff felt that they could put in a temporary use permit so they can operate this summer season. They can then make changes in PL -15 over the winter to make uses more flexible. It would be about 6,000 square feet. Transcription of Audio Recording of a Work Session, June 15, 1987 Page 2 of 4 Ms. Prante said that this sounds like an interim use of space that is not being used now, and that will ultimately be used for commercial activities or buildings. There is other commercial land available in the area once Mall One is completed. The ordinance needs to be amended as this was not specifically included when the zoning was adopted. (The Board expressed concerns over land use controversies in Sunriver.) The process to change an ordinance can be quite lengthy. The Board wants to proceed but wants language included to give some latitude on things like this. Karen Green said they could use a temporary use permit while this process happens. They started talking about this in February, and if staff had pursued it, they would have had time to get it done already. However, staff said that an application was not submitted at that time. The representatives met with staff in May. Attorney Terry O'Sullivan will start the appropriate paperwork. Agreement with the Humane Society of Central Oregon to reduce the County's impound fees to $1,800 per month; increase daily impound fees by 50 cents. Land lease agreement with Craig Reilly. This will be postponed for a week. Contract with ESD that expires in 15 days. Central Oregon District Hospital request to use County roads for a foot race. Appointment of five Directors for Deschutes River Recreation Homesites Unit 8, Part 3, Special Road District. Reconvene as the 7t" Mountain Service District, for the budget. Mr. Maier said that they need more members for this District's budget committee who actually live there. They are trying to obtain financing for their golf course. There are some issues beyond Reed Neighborhood Church, at Boyd Acres, Helmholtz and Hamby. Someone complained about the project. They have almost 350 new employees with no good place to park, so they are parking across the road, which isn't safe. They are trying to get closure on the Lazy River South southerly access.
