DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
August 10, 1987; 9:00-10:00 AM.
A meeting of the Board of County Commissioners was held on August 10, 1987.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items for the next Board business meeting:
Phil Paterno's request for a waiver of Negus landfill fees for a clean-up day on
September 12, on national public lands. The focus will be the lands north of
Redmond. The Board was agreeable. (There was a long discussion on how to
identify the trucks involved in this effort.)
Improvement of the Awbrey Butte site. Rick Isham gave an overview of the lease
conditions of the tower site.
Letter to Judge Pappas on surface mining reserve. A meeting was attended with
all the Commissioners from Jefferson and Crook counties regarding the surface

mining problem. Public Works feels that the rock is needed; specifically what Bob
Coats is trying to put in the Lone Pine area. The Board wants to clarify that each
county needs to take care of its own issues in this regard. There is no intent to
get into the standard operating procedures of other counties.
Terrebonne downtown parade and celebration. The Board was supportive.
Contract for Neff/Alfalfa/Powell Butte intersection improvements.
Discussion of someone dumping septic tank effluent onto BLM land in the La Pine
area. (There was a lengthy discussion about this issue and who is responsible.)
Warranty deed from Gordon and Darlene Ralph for the Neff/Alfalfa/Powell Butte
project, right of way at the southwest corner. There will also be a right turn lane
established for northbound traffic.
Ordinance 87-026, amending PL -11 to delete a section requiring a minimum
distance between service stations. The City has the lead on this. Two of the
Commissioners are undecided on this issue.
Financial partition agreement with Thomas Rasbz (?)
Discussion of a military facilities agreement regarding the National Guard Armory
to handle elections there.
Grant for the Crane Prairie campground, with the State Marine Board.
Agreement with Oregon Department of Agriculture regarding noxious weed
control.
Agreement with Extension Service.
Amended contract with Transcental to provide transportation for the R.A.P.
program. This came about because of the closure of Dynatron.
Liquor license renewals.

Plans to restripe Highway 97 through a contract with the State and to modify the
existing Huntington Road intersection. The cost is $12,000. (There was a lengthy
discussion about the responsibilities of each entity.)
The Ward Road situation and whether it is a problem.
Discussion of the radio problems on Awbrey Butte, and the possible hiring of a
consultant to determine what needs to be done. (A lengthy discussion ensued.)
