A meeting of the Board of County Commissioners was held on April 13, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items for discussion at the next Board business meeting. Final order vacationing 6th Street in Tumalo. Pacific Northwest Development Corporation agreement (Tamarack Park East off Butler Market Road). Purchase of asphalt compactor. Authorization for the purchase of an articulated grader. The evaluation from the appraiser is in, and the replacement of breeding stock needs to be discussed. There was a lengthy discussion about the impact of this decision on the valuation of other cases, since the County sets aside $500 a year to handle these cases. An attendee representing the Brockways asked if the authority is based on what the County has done in the past, or whether it is dependent on statute. He suggested that this is not an appropriate conclusion. If the County simply does not have the money, it should be stated as such. The only value shouldn't be the meat processing value. Ms. Prante said that they are not determining that the value of the animal is only for meat. They are saying that they have a statute that provides against the loss from marauding dogs, it has never been designed to protect pureblood stock. It is not fair to charge all of the taxpayers for stock that should be insured by the owner. Staff said that statute does not establish a method for determining value. In the past, this has been done through information from the County Extension Officer. It has been based on the weight on the hoof. This one is valued at $360. The Board needs to make two findings: the horse was killed due to the dog attack; and the value of the animal to the County. It has to be made for this purpose only, and how much of the dog fund would be expended in this particular issue. (A long discussion ensued.) Ms. Prante said that the livestock owner has other avenues to follow. The attendee rejected the amount offered, as it would only complicate any claim against the dog owners. However, they are not withdrawing their claim at this point. There are several different evaluations involved here. The Board can offer some funding but not base it on the value of the animal.
