2017-186-Minutes for Meeting October 16,1985 Recorded 4/19/2017Recorded in Deschutes County Nancy Blankenship, County Clerk Commissioners' Journal CJ2017-186 04/19/2017 1:56:37 PM Deschutes County Board of Commissioners Bend, Oregon DESCHUTES COUNTY BOARD OF COMMISSIONERS Audio Cassette Recording Titled: DEPARTMENT HEADS MEETING October 16, 1985; 1:00-2:00 PM. A meeting of the Board of County Commissioners was held on October 16, 1985. Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other County staff. Reclassification study. There were no significant adjustments made. This will come before the Board with the changes recommended. Discussion took place regarding personnel changes in Community Development and how things will be handled. It was decided that there would be a management team put into place so they can determine how programs and projects will continue. An interim planning director needs to be appointed as soon as possible. (A long discussion took place as to how this would occur.) Transcription of Audio Recording of a Meeting with Department Heads, October 16, 1985 Page 1 of 2 Regarding the appointment of Craig (?) as interim planning director, there will certain management functions that will take away from his normal duties. (A discussion ensued.) A discussion took place about the hours that the County is open and how many calls this is generating. People would like offices to be open earlier. The Board had determined that everyone would have the same hours, and that is what people are being told. Some departments' busy times are either first thing in the morning or toward the end of the day. There is a trade-off for not being open on Fridays. An electric permit processing program will start in December. There was a glitch with data processing. They have to enter their own data now and there are not enough people to do the keying. There is a new phone system coming in and they are training new people at this time. (There was a long discussion about how critical data processing is to operations.) The design of signage and other delineators for underpasses and roads to relieve congestion was then discussed. The underpasses are a particular problem and the State will need to address this.
