DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
October 5, 1987; 9:00-9:30 AM.
A meeting of the Board of County Commissioners was held on October 5, 1987.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items for the next Board business meeting:
Concerns about the jail. All the equipment needs to be in place right away. It
may take up to three months to have full access. Law enforcement can't stop
arresting people. The Sheriff is working on a 45 -day timeframe.
United Way asked for support of their campaign. Library staff will coordinate this
within the County.
Appointment of Julianne James and Michael Jaselki (?) to (?).
Acceptance of Dynatron funds for the Opportunity Center.

Order to refund taxes.
Temporary use permit to allow construction on Gist Road and Highway 20. Mr.
Maudlin said that the people bought the property years ago, and under the old
ordinance he was allowed to put a dwelling there. With the new non-farm
ordinance now, he has to go through a conditional use permit. He has built a
garage and they have lived in it while preparing to build a home. The criteria
changed for him.
Tom Throop said that the Public Works Department is working on a program
budget, and is putting together an inventory of County roads to determine how to
prioritize work. They are also inventorying all of the other proposed projects that
citizens or staff say should be made, for modernization or safety reasons. They
are also putting together some major road improvement policies and criteria. He
is bringing this up now because the Board needs to recognize this is all part of a
larger package.
Mr. Maudlin said they have been going through this process with a number of
directors for some years. He hopes this process can get done so they can spend
money on roads instead of studies. Neil Hudson put one of these together years
ago, and Neil Morrison also did.
They need to set a hearing date on PL -11, zoning. This was referred for
consideration by the Planning Commission but there has to be a 10 -day notice to
the public.
Jim Holm (?) of Community Development was seriously injured in an auto
accident over the weekend. He is the plan check expert. Only one other person is
able to do this, and he's on vacation someplace this week, hunting. So these
things will have to wait. They will be looking for extra help as a budget request.

Draft resolution reading an increase in the federal gas tax to use for the highway
trust fund. The Board would like to see this used on bridges and other
infrastructure.
The Secretary of State was sued regarding the marijuana initiative, regarding an
improper test. This will go back to each jurisdiction.
