DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
June 22, 1987; 9:00-10:00 AM.
A meeting of the Board of County Commissioners was held on June 22, 1987.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items for the next Board business meeting:
Final order annexing territory into the Rural Fire Protection District.
Adopting fees and charges for the fiscal budget.
A letter from Mr. Paterno regarding the potential development of a planned unit
development. This resulted in a discussion of south County home health care
efforts. Seniors need supportive care there and don't even have a site to meet.

Mr. Paterno said that a retirement community would work for this and is very
necessary. This would be a mobile home park type of development so they can
live in their own home.
All of the services would be contractual. They'd like to see all of this help,
including meals, not exceeding $600 per month. If they had a suitable mobile
home to move to the site, they would just need to pay a rental fee and this would
bring the amount down to $175, plus $150 a month for meals. The $600 is if his
group provides the mobile home. There would be a 3,000 square foot recreation
hall as well, which would also be available for others to use. The County would
provide a long-term lease agreement, and there would be an agreement with
COCOA for services. They would start out with ten acres, with a total of fifty
eventually. Phase one would be a rec hall and thirty units. They would have 50%
common area and their own water system.
An actual retirement home building should follow, with additional mobile home
spaces. It would be financed privately. The County's land is appraised at about
$40,000. They would like to purchase the land if possible, but otherwise would
prefer to lease it long term. The lowest amount the County can take for it is 80%
of appraised value. It is zoned RM at this point.
There was a discussion of the zoning, which would allow a PUD but not a mobile
home park. They'd have to analyze the zoning carefully, per George Read. (A
lengthy discussion followed.)
Award for contract for pneumatic asphalt equipment.
Purchase of a chipper.
Personal services contract for data processing.
Request for refunds.

Final budget hearing and numerous appropriation transfers. Departments are to
have budget information submitted by the end of this week. There could be
other end of the year fiscal matters that come up at the hearing.
Public hearing for the exchange of NW Lafayette property.
Closing on the Bend parkway building.
Hearing on the Ambulance Service Plan.
