A meeting of the Board of County Commissioners was held on April 6, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Discussion of items for the next Board business meeting: Final order vacating 6t" Street in Tumalo and the alley in Block 32. Development Agreement with Pacific Northwest Development Corporation. Contract for services for Public Works with the Inn of the 7t" Mountain for snowplowing. Purchase of asphalt compactor. Brockway livestock claim. (A long discussion took place regarding the value of the animal.) Mobile home display on Highway 97. Juvenile Services Commission grant discussion, for $60,200, for mental health services. The Juvenile Department now has more programs happening and has increased its budget. The Victims' Assistance person does some work in this department as well as for the District Attorney. The overall budget will be over $180,000. Staff explained where the rest of the funds come from. A long discussion ensued with Mike Dugan, the D.A., about the District Attorney's budget. Discussion of corrections plan and where mental health funds will go. This was also discussed with the District Attorney. He explained his desire to set up jail work crews to do community service program work. Park & Recreation will take them for community service work but can't cover SAIF expenses, so the Courts will be asked to figure out a way to do this. Counsel said that he doesn't think SAIF applies in this situation. (A lengthy discussion occurred regarding the program, who is eligible to do the work, and liability issues.) Special Road District #6 appointment. Provide free landfill use for the Great Oregon Spring Cleanup. Minor partition. Major land partition and road dedication. Temporary use permit for a store in Sunriver.
