DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION

A meeting of the Board of County Commissioners was held on June 1, 1987.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items for the next Board business meeting:
Final hearing on the Extension Service District final budget.
Final hearing for Ordinance 87-013, revising the farm dwelling ordinance.
Ordinance No. 87-015, revising provisions regarding non -conforming lots and
parcels.
Resolution 87-011, rescinding the 1970 policy on farm dwellings. This was
continued to allow for additional public comments. Most people seem satisfied
with what they have come up as being reasonable.

Public hearing on 87-041, annexing property into fire protection district #1.
Interagency agreement with the State Health Department.
Contract for housing federal prisoners. This is for temporary holds, up to a certain
number of beds for sentenced prisoners. They are not in a position to accept
prisoners at this time, but can after all the repairs are done. The County's needs
take precedence. They have 30 beds in Portland but have a constant need for
about 70 beds a day. They pay a daily rate of $60 for the first day and $55 for
other days, or a calculated rate. They would be long-term prisoners. The County
has the right of rejection if a particular prisoner starts causing problems for the
County. The feds will also take care of any medical problems beyond the smaller
issues.
Mr. Isham said that they haven't had a contract in place since October but will
need one to move forward. The County is at maximum capacity now, but they
may have more space after the jail project is done. It depends on how many
female prisoners they have as well.
Another program being considered is having reserve beds available for them at all
times.
Signature of documents relating to the Bend parkway building, with costs split
between the County and the State, and some set aside for reserves. There are no
tenants at this point.
Development agreement with Nativity Lutheran Church.
Appointments to the board of directors for the Lazy River Vector Control District.
Agreement with the State for health inspections of city pools and spas.
Conservation easement on Stellar Drive, south of Sunriver.

Discussion of a large pay range disparities for counselors for juniors and seniors.
