A meeting of the Board of County Commissioners was held on May 11, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items to be discussed at the next Board business meeting: Appeal of Hearings Officer's decision to deny a variance on a minimum distance requirement between service stations. (There was a long discussion about citizen comments received.) Payment of a livestock complaint. (There was a long discussion about this particular case, dogs versus five sheep, and the complainant missing the deadline to submit the information needed because she did not receive any printed notice of this. The Board discussed the need for printed forms for cases like this, and that they are out of money in the fund.) This is to streamline the process and allow for all applications to be reviewed using the administrative process, except for comprehensive plan amendments. Ordinance 87-014, adopting Deschutes County Code. Consideration of highway easements from the Federal Highway Administration for South Century Drive, for work that has already been done. La Pine Special Sewer District for a septic installation station. Concrete overlays for 27th Street and South Century Drive. Purchase of right of way on Parrell Road — three triangles at three different intersections of side streets. The County needs to start negotiating these. Longevity pins are to be presented at staff meetings. Eagle Crest liquor license. Designating a newspaper for publication of the foreclosure list. Amendment of agreement with Conservation for Central Oregon, Incorporated (Bend Recycling). This extends the agreement to the end of the fiscal year. Agreement with the City of Bend to house some city departments. This has gone through seven drafts. Order 87-022, transferring appropriations. Public hearing on a lot of record in the EFU zone. This ordinance has to do with the policy adopted in 1979 dealing with farm dwellings in farm zones not being consistent with State law. It was determined that there is some flexibility with farm dwellings on small, sub -standard, pre-existing lots. One option is to rescind the policy; or adopt income standards; or adopt some criteria to review these situations. The Board decided to go with the last option. (There was a long discussion about the newly revised ordinance and its impacts.) The property has had to be used for this purpose for at least two years. No new uses would be allowed; it would have to be an existing basic use, for them to put in a dwelling. In other words, it has had to be a farm use for at least two years first. Farm deferral is another issue altogether, because not all people apply for a farm deferral if they are farming. They can come in later to apply for this. It provides some flexibility in the ordinance. Appointment to the Extension board of directors. Opening of bids for an articulated grader and rubber tires for the tractor.
