DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
June 10, 1985; 10:00-10:30 AM.
A meeting of the Board of County Commissioners was held on June 10, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were County Administrator Mike Maier; and other staff.
Items for discussion at the next Board business meeting:
Proposal of a pre-employment chiropractor examination. Bonnie (?) of SAIF feel
strongly that they should help employers maintain a position of offense rather
than defense in the current workers compensation Oregon market. Anytime they
come across something that makes sense for employers, they try to pass it on to
clients. They feel that this begins with the hiring practice. (She went into detail
as to how SAIF learned about this process.)
Several large area employers do this now. It might be beneficial for the County to
do the same.

There was a question as to whether someone would not be hired if they didn't
pass. Bonnie indicated that it is not necessarily a pass or fail, but the employer
needs the best information possible on the person and the work they would be
doing. Most people would not object.
Mr. Maudlin said that a medical doctor should be able to provide the same
service, but the option might be acceptable. There was a discussion as to
whether a regular medical doctor would take the extra steps. A standard would
need to be developed so the doctor knows what is expected, and the person
could choose their own doctor with that condition. The cost would be $80 for a
chiropractor, and about $210 for a full medical exam.
Orders for tax refunds.
Request and Order for transferring the Bend Garbage Company franchise to the
new purchaser.
Signing of contracts for the overlay project.
Continuation of the Deschutes River study discussion.
Expense account procedures and policy. These were compiled from suggestions
from the department heads. The County tried to take a position that would not
cripple people doing work for the County, but tighten up the process. Helen (?)
has gone over it in detail.
Regarding credit cards, the department head will have one and issue it as
necessary, and track the receipts. There are times when it is not practical for
employees to not have a County credit card. Mileage will be at the federal level,
or the actual cost, depending on what the employee wants to do.

Signature of a development agreement for The Pines in Sunriver.
Order 85-082, a budgeted cash transfer; and 85-083, Probation Department
transfer, to Mental Health Services.
Board of Equalization meetings in July and August.
Bill Lykke has asked if the Board wants to take a tour of Eagle Crest's
development. The Board would like to do so, but feel they should wait until the
appeal period has passed first.
The Board discussed their schedules for the next couple of weeks, including a
meeting with the City of Bend and a dog hearing.
Discussion about conflicts regarding the use of the meeting rooms. It is becoming
difficult for groups to reserve the space without tripping over each other. (There
was a long discussion about this issue.)
A representative of the Sheriff's Office went over the final draft of the Doneca
study. Due to 9-1-1 coming in, things changed a little for public safety. Sheriff's
Office command staff will change some. They recommend hiring an office
manager. One major change is for deputies to use hand-held dictation
equipment, and those working after hours would transcribe. They would be part-
time dispatchers as well, and this would keep them busy. This situation would
also help with security issues at the jail. The study shows a reduction in staff of
six positions, but with 9-1-1 coming in, this would adjust. He was supportive of
the overall study.
There could be salary savings of maybe $90,000 over the course of a year, and
this can be put back into patrol with more deputies on the road. There would
also be a better level of supervision. A space study was a part of this as well,
although it was not the primary focus of the report. (A long discussion then
ensued.)
