DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
May 27, 1986; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on May 27, 1986.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items for the next regular Board business meeting:
Possible approval of development agreement with Ron Schmidt, establishing
roads in Boones Borough Subdivision.
Establishment of roads in the Ladera First Edition Subdivision, off Ferguson Road.
Cancelation of presentation regarding a prenatal clinic. The clinic has been
determined as not being necessary.
Resolution 86-032, issuance of industrial development bonds to a Touch of Class
Motor Inn, Inc. This is located next to the Riverhouse.

Solid Waste franchise application for Inn of 7t" Mountain, denying the Inn and
grant the solid waste franchise to Brownrigg, per the Solid Waste Advisory
Committee. The Board needs to set a date for a public hearing so the Inn can
make a presentation and so Brownrigg can respond. Some residents of the
subdivision also plan to testify. (There was a lengthy discussion as to what the
Board can decide and the potential findings.)
Resolution adopting continuing fees for County services.
Discussion regarding charges for public spas. Licensing from the State is $100 and
$190 for the County for each spa.
Resolution 86-028, transfer of four County roads to the City of Redmond.
Fairway Village Condominium plat #1.
Weekly warrant vouchers.
Solid Waste credit account Ordinance.
Employee of the Month program update. This has not made much progress.
Letter from Mrs. George DiPonzi with questions regarding two occupied dwellings
on one parcel, if necessary for health or family reasons. Mr. Isham said that he is
not sure how this is handled. In 1984, she requested being able to build a guest
home for her children when they came to visit. The property is about eight acres.
This was built. Now she wants to move into the guest house and subdivide to sell
the main house. Two attorneys have told her that the problem was created by
the applicant and not by the County. She can apply and see where it goes in the
process.
The Swearingen and Swarens property exchange.
The decision on the Hampton Inn goes out today.
