DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
June 17, 1985; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on June 17, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick [sham, County Counsel; County Administrator Mike Maier; and
other staff.
Some of the people from Eagle Crest will be attending to provide an update on
the procedural process.
Items for the next Board business meeting:
Contract with the Children's Division for reimbursement to the Health
Department.
Resolution regarding the Juvenile Services comprehensive plan.
Collective bargaining agreement with the Sheriff's Association.
1985-86 insurance coverage rates.

Maintenance agreement for a ballot tabulator.
Minor partition for Joseph Berger.
Requests for refunds.
John Anderson has a memo regarding access permits.
Hearing on the surface mining ordinance, at 10 AM at the business meeting. This
is in response to the remand on the Goal 5 surface mining reserve issues. It has
been through planning and is now before the Board. It is essentially an interim
ordinance to the extent that it would become part of the update. It has already
been sent to the State, although this was not a requirement.
Mike Maier spoke about a personal services contract regarding the new phone
system. It includes $4,400 for training for employees to learn how to set up
program the system. It can be done by sending people to Seattle or Oakland, or
by bringing trainers here under contract. This would save money. (He referred
to a memo detailing the information.) The equipment should be here by August
or September.
The Department Heads are being advised regarding supervisor training for
evaluations and discipline issues.
In the past, they have not strictly enforced the 'use it or lose it' policy regarding
vacation time. They will start enforcing this and the Board may hear some
reactions. This won't happen until January.
He is working on insurance rates with Lumberman's for next year. There will be
an increase of up to 46%. This is good compared to what is happening in other
places in the State. This will maintain current coverage with the $5 million
umbrella.
Two big dead or dying trees need to be removed in the Greenwood parking lot.
The wood will go to the Rainbow House.
There will be a department move on July 19 and 20, and Bekins will do the work.

The budget is ready for key-punching with the final approved changes. They
budgeted $250,000 for this. There won't be a budget hearing before July 1 due to
timing issues, but the Board will consider the appropriations before then, allowing
them to start the fiscal year. They are late with the budget because they did not
start the process until May.
The electrical contractors and the State met last week regarding complaints from
the contractors regarding delays in the permitting process. An update will be
coming soon. There are rumors that the State might want to take over all
inspections.
Public Works is closing escrows on Murphy Road and some of the properties have
a small amount of taxes owed. The Board has to sign off on the amounts before
recording of deeds can happen. They can do this once a week until it is done,
about three weeks. Mr. Isham said they can instead just authorize signature of all
the documents at one time, and sign them as they come in.
Regarding the property owned by Doug and Darlene Gaines, they are agreeable to
the amount offered, but there are back taxes due that is more than the offered
price. It is a cloud on the title until it is resolved.
The Board discussed closing road offices on the Friday after the 411 of July,
especially since the road crew is on a four-day work week. Or have a skeleton
crew in. Everyone thinks the County is closed on Fridays anyway, since the
Courthouse is. Mr. Maier asked if it would be a mandatory vacation day. The
landfill would still need to operate. If someone does not want to take a vacation
day, it is a problem. There's the Sheriff's Office and the Library to consider. He
suggested keeping one or two people in the road office that day and not affect
the whole County.
Overlay project contracts are in the works but they are waiting for some of the
backup information and surety forms. They need to be signed by the companies
involved. They want to start work next week.
The Road Department cash flow statement is to be updated.

The LIDS will be advertised in the paper, and bids open on July 2. This will involve
a lump sale bond issuance.
There was a discussion of the industrial area in southeast Redmond, trying to get
something moving with the City and County lands in regard to access roads.
There is a meeting this week with the City.
Mr. Miller said he was going to go ahead and log the site in Newberry Crater.
George Read has been asked to check the zoning on this.
Another issue is the monument related to the sign posted there announcing it is
coming. Mr. Holly feels that he is not subject to the zoning ordinance in his area.
There was a request for clarification regarding access rights off a County road, and
when an access permit is required.
County staff and representatives of Eagle Crest joined the meeting to update the
Board on the status of their projects. Staff explained there are several documents
for the Board to sign. The documents are those routinely used by the County.
There was a lengthy discussion about conditions of approval, revisions to
conditions of approval, the fire hazard plan, easements along the river, the
development agreement, approvals by the DEQ of the water and sewer systems,
the timing of the projects and approvals, modification of approval, and what else
remains to be addressed.
Mr. Isham went into detail about the final decision and approval of plats in the
future. The idea was to allow the developer to be able to proceed. An appeal
was filed regarding some river access easements, and the Board upheld the
Hearings Officer's decision. The appeal period is 21 days. The Board would like to
allow for some temporary permits so that progress can be made on other parts of
the resort. This will might allow for the sale of some lots.
The representatives said they do not want to sell lots until after the appeal period
in any case. However, filing the plat as soon as possible is a big part of their
critical path, and they would like this to happen before the 21 days.

There are a lot of things to address, such as an agreement with the Real Estate
Division, Central Electric Cooperative and other entities. There are other things
that the County will need to approve.
They have over 100 people working out there now, and a payroll of over $200,000
a month. This has an economic impact on the community. Some of these things
might have been resolved long ago. They just paid $34,000 in taxes today. They
are cash bonding much of the work already and will do the same with the rest,
including the sewage disposal facility. They had hoped to start construction
much sooner, and are coming up against the building construction timeframe.
The subdivision plat being signed is a condition of approval, so almost all else is
being held up until this occurs. (There was a long discussion about a modification
and the timing.)
Mr. Isham said he is not comfortable with where the discussion is going, since this
is still subject to appeal and might end up in front of the Board at some future
date. The Board wished to continue the discussion and said that they would
disclose the conversation if necessary. They said they are leaning towards a
temporary permit to authorize an application so some of the work can be
continued. They will discuss this further next week, and it will be noticed as
consideration of signature of document at that time.
Relevant agreements will be drafted with potential changes for County Counsel to
review, but some things will have to wait until the appeal process is over in a few
weeks.
