A meeting of the Board of County Commissioners was held on May 20, 1985. Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. The Department of Revenue will attend the meeting, along with Oscar (Bratton?) and others. And John Anderson will do an update on comp plans. Items for the next Board business meeting: Appointment of Board of Trustees for Deschutes River Recreation Homesites Unit 6, Vector Control District. It just confirms who the officers are. Ms. Prante asked if these routine things could be handled differently. Mike Maier suggested that there be a consent agenda for the regular meetings. Mr. Maudlin did not think this was appropriate, in case there are questions. Request to set up a vector control district for a neighboring area. She feels this takes an inordinate amount of work that she does not have the time to do. Signature of a project agreement for paving China Hat Road. The Forest Service is going to provide all of the materials, and the County will provide equipment and labor. The road would end just beyond the homes along that area. Tax refunds. Award for contract for an overlay project. Extension of the river study until February 1986. Some public meetings will need to be set for this. Replacement of Oregon Water Wonderland special road district board member. Deschutes County Historical Landmarks Commission annual report to the Board. Ms. Prante would like to hear of examples of what they are doing, and to expedite public hearings so the Board is not caught in a cross-fire. Sometimes there are buildings that can be legally changed or torn down per City permit, but someone from Historical Landmarks objects because they think there are historical values. There was an incident of this just recently, and the person is a County employee. Mr. Maier stated there are four locations in the County that they want to see on the list. Confirm an appointment to the Redmond second design group; Debra Meyers, a landscape designer. Mr. Maudlin said that there may be an issue with the comp plan regarding concerns of site design activities within the urban growth boundary. They are delegated authority to the second design review committee. He sees some difficulties in this, as it allows too much authority to this group. Page 2 of 5 Bend does this administratively, as does the County; both mean there is less flexibility. This bypasses the public process and needs to be addressed. Planning update. The group discussed a schedule and basic timeline to complete necessary tasks at the State's request. They have through September 1986 to do the updates. This depends on adequate resources. They will comply as much as possible. There is a task list that details what is on the schedule, such as a land use inventory, historical and cultural resources, transportation and population, rural development and more. Some things are in the process of new State Rules. Economic development is an example, but adequate information is not yet available. They are waiting until the soils inventory is completed. The next big update won't be for five years. The marginal lands issue needs to be addressed, but the soils analysis is not ready. This delays it for the next five years. There is a citizen involvement program associated with the planners. They propose that each jurisdiction establish its own citizen advisory committee. One group would include the Planning Commission of each, who can advise the citizens and bring them up to speed. Add to that those with specialized information on a particular topic. For instance, nine County planning commissioners plus six additional people with some level of expertise. Their responsibilities would be to review the actual update; and also the citizen involvement aspects to make sure they are being heard. They want to start working on setting up these committees soon. The cities already have this process for the most part; this would change the County's process. (There was a long discussion on the role of the Planning Commission and the citizen group.) This recommendation has to be sent to LCDC for its blessing. There was a Donaca & Associates' presentation a few months ago on a study they did regarding the management system. The Department of Revenue will do an initial presentation of its own findings. The next step might be to take some time reviewing the report to see how it integrates with the Donaca report. Ms. Prante said the Board is very aware that the County is understaffed in most departments, and the part about minimum staffing requirements missed the point. They wanted a study of the department per se, and how they can best use the staff they now have. Every department is requesting increased staff to meet minimum levels for delivery of minimum services. As budget officer, she recommends hiring a chief appraiser. Mr. Bratton said he understood there can be some interaction to get to the creation of a final document. The representatives of the DOR then gave an overview of the status study of the County, showing minimum staffing necessary for operations and some procedures and management that need to be changed. The study is a recommendation, and realize all counties have budget limitations. There are areas that the County may not be able to address. Their study shows what should be if at all possible. (They went into lengthy detail for well over an hour, talking about numerous target areas and going over the rather large study document.) The Board invited them to return for a further discussion, after they have had time to review the State's report and after budget adoption. They want to support in any way they can all efforts to make any department more efficient and effective. Problems are sometimes complex, and the support of the State is appreciated by the Board.
