DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
January 20, 1987; 9:00-10:00 AM.
A meeting of the Board of County Commissioners was held on January 20, 1987.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Agenda items for the next business meeting were:
A contract with Bend Title for lot book searches for approximately 300 accounts,
at a maximum cost of $3,100.
Resolution accepting a proposal for the vacation of Meadow Drive in Oregon
Water Wonderland, and the engineer's report. Mr. Isham said he is not sure this
will go since it is a potential access point to the Deschutes River. The property
owner owns the three lots. There needs to be a physical inspection.

Oscar (?) spoke about having dedicated smoking areas. There has been a ban
suggested, but there has been some smoking going on where there are 'no
smoking' signs. There was a lengthy discussion whether the signs indicate a
public no smoking area, so the public can't smoke anyplace in the courthouse. It
does not refer to employees. It was pointed out that Oregon law refers to 'no
persons' smoking unless they are in a smoking area. Employees are persons.
Oscar said he would like to see a designated area for smokers. Roger Everett and
others have been conducting a study about this issue. There are some designated
desk areas where this is allowed. He has four smokers in his office.
This is based on the Oregon Clean Air Act from two years ago. (There was a
lengthy discussion about this topic, using smoke cleaner fans at desks, designated
smoking areas inside and outside, outlawing smoking inside buildings except in
designated rooms or break rooms, etc.) The Board has to decide on the smoking
situation, or possibly delegate someone to do so. More study will be done on this
issue.
A letter has been drafted regarding the Benham Falls hydro project, for the Board
to sign tomorrow.
A discussion took place regarding a letter regarding a permitting issue and
electrical problems on a property owned by the County that has had the longest
occupancy in the County. It is tenant occupied but is not up to code. If not
occupied, it may be subject to vandalism. There was a long discussion as to
whether it should be vacated or if the County should bring it up to code.
Research will be done as to the potential costs. A suggestion was made regarding
donating it to the High Desert Museum as an exhibit. It is thought to be on the
Historic Register.

Regarding the Weyerhaeuser permit, Mr. Isham said tomorrow is the last day to
call it up for review. The issue is how much they will put into the road and
whether it should be to urban standards. The County is putting in $20,000 for a
cinder base but they want something that is adequate to handle truck traffic.
There would have to be a public hearing because some people objected to it. The
County needs to be consistent in these decisions.
Mr. Isham explained that this is in the Redmond urban growth area, and the City
would like them to move to a different location within the Redmond area from
where they are now, to this area near the airport. However, Weyerhaeuser wants
to tie down a location more quickly since they need to order equipment. D.A.W.
is also concerned about the situation with the road. It also ties into the wrecking
yard.
The City can't make a decision since this is outside the city limits and is the
County's road and property. The City doesn't want to commit but wants to keep
the jobs in the area. The County doesn't want to lose the business but doesn't
want to spend a lot more money on improving a substandard road. It is a short-
term lease anyway. The Board feels this merits additional review and possibly a
public hearing.
The group discussed the jail agreements and a change in the lease to eliminate
the maximum number taken from other jurisdictions. The average is about six at
this time. It is done through a Sheriff's reciprocal agreement for prisoners in
transport. There needs to be continued cooperation between the cities and the
County. Accepting prisoners from other jurisdictions increases the pressure. The
agreements would be subject to an annual renewal, although can be terminated
otherwise.
If there is the room to take the prisoners, it makes sense to do so at $65 per day,
although the County assumes some responsibility.
