A meeting of the Board of County Commissioners was held on June 9, 1986.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Agenda items for the next business meeting:
Linda Gross (?) wishes to be appointed to the Planning Commission. She is an
employee of the Forest Service. There was a discussion as to whether Forest
Service employees can do this. It was determined that the Forest Service allows
people to do whatever they want, if it is on their own time.
Fred Boyle of COCC has signed an agreement with the Library District, indicating
they want to do more work together.

Review of possible cost-sharing for the La Pine substation. John Burgess of
Midstate Electric Cooperative and staff spoke about expanding power into the La
Pine Industrial Park. A cooperative venture might be the best way to go, building
a substation at the site. The cost is about $9,500. The total cost of the substation
would be around $50,000, and Midstate would like to cost -share on that if
possible. Midstate will look for some used equipment to keep the cost down.
When the County enters into contracts at the industrial park, perhaps those can
be assigned to pay back either Midstate or the County for costs of the project.
They could wait to put in the substation until someone is there who actually
needs it. (There was a lengthy discussion about where the County funds would
come from, and whether it should be the land sales fund, unused funds for
Awbrey Butte, or the general fund.)
There was a discussion about previous comments relating to setting up proceeds
from the industrial park into a dedicated fund for economic development. It was
decided that they would wait to commit funds until someone signs the first lease,
except for the $9,500 to secure the site, to clear it and make it ready for the
substation. This should be adopted in the new budget.
It was pointed out that the County lost one potentially lucrative company that
went to Madras instead, because 3-phase power was not available and they did
not want to wait. The site and water source was worked out already. If they are
actively soliciting companies, this is something to consider.
First and second readings by title only, and adoption of the transportation plan
ordinance. Mr. Maudlin said he is not in favor of it, so it can't be adopted by
emergency. It will need to be first reading only.
Signature of a contract for child support services, for $1,695 per year.
Minor partition petition on Cloverdale Road.

Groundbreaking for the Inn of the 7t" Mountain — a franchise agreement and
public hearing.
Resolution declaring Dick Maudlin as the certifying officer for the Deschutes
Revolving Fund (?).
Acceptance of a bid for the jail remodeling project.
Approval of a change to the resolution regarding the fee schedule because the
Library has a coin-operated machine at 10 cents per copy. It was pointed out that
this doesn't involve staff time, so doesn't have to be the 20 cents per copy.
There has been a change to the clinical affiliation agreement that needs to be
approved.
Approval of a contract for the purchase of computer equipment.
911 wants to set up a district with a two-year serial levy. This requires legislative
action. They will come in to talk with each Commissioners in an information -only
discussion. This requires a service area -wide election and it would only be
Deschutes County, although they charge other counties for services.
