A meeting of the Board of County Commissioners was held on July 1, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items for the next business meeting agenda:
Request for acceptance of a conservation easement for Okleberry (?) to the
County.
Request to reappoint Dwayne Clark to the County Planning Commission.
Signature of Awbrey Butte sublease with Trinity Broadcasting Network, Inc.
Ordinance 85-016, final consideration of the surface mining reserve ordinance.

Discussion of fee waiver for Redmond's wastewater treatment facility. Mr.
Maudlin said that the Planning Department said if Redmond would use its own
official to do the portion of the work that he can, some of the fees could be
waived. The County would need to do the plumbing and electrical. The total fees
are about $4,700. Mr. Isham will find out what portion of the amount could be
covered by the Redmond official.
Request for award of contract for Special Road District #1, #4 and 16th Street LID.
Staff said that this is out of the ordinary, but they want to save money by doing
this right away, before the weather changes. Five bidders went on the tour of
the proposed projects. District #4 wants to apply all of their district funds
towards the construction funds, thereby reducing the impact on property owners.
They have $20,000 cash on hand and uncollected taxes of $6,300; and anticipate a
sale of equipment for $5,000. They want to know if this is appropriate. The
engineer's estimate is about $800,000 total.
Mr. Maudlin said the $20,000 is great, but uncollected taxes are just that. They
could apply this and the sale funds if they get them. They might want to maintain
these funds in another way. Someday they will have to dissolve the LID and
distribute it at that time.
Signature of cultural resources inventory survey project agreement, under the
Historic Preservation office. Bill Marlette is their representative. The County
match is indirect.
Signature of La Pine preschool subcontract.
Signature of Opportunity Foundation subcontract.
OLCC license.
Budget Committee meetings for the Inn of the 7th Mountain County Service
District on July 10.

Summer youth program. Ms. Prante said the procedure for this is fuzzy. The job
search people contact various department heads prior to going through Personnel
and the Board. All hiring is supposed to be done through Personnel. Gerri (?) is
developing a procedure for this so that kids are not interviewed before the Board
gets involved.
The electrical contractors and the State representative will meet next week to see
if there is a way to streamline the permitting process.
Mr. Maier said that publication of the budget is ready, and there can be a hearing
on July 28. Changes up to 10% are allowable.
Staff met with Redmond staff to talk about a new program to prioritize the
County roads that are within the City, so they can start rebuilding or turning over
roads to them.
Midstate Electric and La Pine Industrial Park Cooperative, Inc. filed jointly as
interveners in the gas delivery project. Northwest Natural Gas has filed for a
franchise for that area as well. Ms. Prante said that several years ago, there was a
group that said they were going to 'develop' the La Pine Industrial site. They did
not culminate any contractual agreements to do this, and did not proceed to
develop. A year and a half ago, the County moved in to replat and see if it could
move forward. They are not involved at all.
Mr. Maudlin said he will be meeting with Fred Gunsner (?) and Jim Curtis in
Redmond for lunch, and to take a tour of the diatomaceous earth site. They are
planning a filing for surface mining in that area. There were preliminary
discussions and some restrictions have been pointed out. He told them the
County would want a complete reclamation plan for the whole area before any
permits would be issued.

Everyone is invited to attend the La Pine Independence Day parade.
The Florence Macaroni Co. people settled on the disputed lot in La Pine off Park
Avenue, for $5,000. The County will be advertising this week for bids. There are
others on 5th and 6th Streets that the County is not yet ready to approach. There
needs to be more organization within the community.
