DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
July 29, 1985; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on July 29, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff, including Dave Hornung.
For the next Board business meeting agenda:
Award of bid for five pickup trucks. Mr. Hornung said that Mike Maier advised
that the colors should be tans or creams.
Final hearings on the transportation plans for Redmond and Sisters are to be held
this week. This will include consideration of readings and approval of ordinances
for each.
Subcontracts for Family Counseling Services, with Easter Seals Society and the
Educational Service District, along with Bill Herz.

Regarding Bill Herz (?), there was a discussion as to whether his services should be
through him as a part-time employee rather than a contractor. Mr. Isham said
that the County is already covering his malpractice insurance and liability
coverage. The issue of contracting versus employment is a factor and calls this
into question. (There was a lengthy discussion about how this should be
handled.) This issue will be delayed at least a week.
Discussion about abandoning the Wednesday evening Board meetings. The Board
agreed there was not enough participation.
Central Oregon Regional Housing Authority has drafted a resolution at HUD
regarding their board member appointment process.
Eagle Crest Subordination Agreement. The company providing financing, Security
Pacific, indicated they believe they are in first position, and asked for the County's
position regarding development agreements. Mr. Isham told them that a lien is
effective depending on when it was filed and recorded, and the County is entitled
to its rights under construction lien law. However, it might be interpreted
differently. The company said that they could not close their agreement until this
is clarified.
Mr. Isham told them that the Board might consider a subordination agreement.
He asked that someone from Eagle Crest attend today's meeting (no one was
present). The biggest issue is whether the County wants to agree to hold the
company harmless — he thinks this is asking too much. There are several details
to work out. They wanted to close on Friday. (Mr. Isham went into lengthy detail
on the agreements, and the County's involvement and potential risk.)
The Board decided that they are not prepared to sign the agreement in its present
form.

84-4, a minor partition. Ms. Prante can't sign this one because it involves family
members.
OLCC license for Vic's Tavern in La Pine.
Requests for a variety of refunds.
Financial partition.
Sheriff Jim France said he received, through Bob Foster, information on better
training for managers at the Sheriff's Office. Sheriff France asked Mr. Foster to
consult and put together a series of programs that could increase management
effectiveness. The Pringle Associates Company sent information on an extensive,
year-long management training program that Mr. Foster feels would work.
This would be for Sergeants through the Sheriff himself. It would address the
work environment, performance planning, motivation, communications, team
building, expectations, time management, stress management and other issues.
Oregon State University is also a sponsor of the program and wants this to be a
pilot program. (Sheriff France went into lengthy detail about the necessity and
value of the program, at $25,500, which is budgeted.)
One of the Commissioners had to leave because the cows got out of his pasture
and need to be collected.
