A meeting of the Board of County Commissioners was held on May 12, 1986.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items for the next Board business meeting:
Hearing regarding the fee schedule (continued).
Ordinance 86-4, rezoning from F-2 Forest Use to F-3; application from Brooks
Resources. This is an older application that should have been handled some time
...
JFC 86-97 mid -biennial review and funding recommendations.
New member for the JFC and reappointing Craig Riley.

Legal counsel letter to the Water Resources Department, transferring some water
rights off a right of way.
Noise ordinance. This is a housekeeping update with no significant changes.
(There was a long discussion about how this is hard to enforce.)
Grazing lease.
Signature of indemnity agreement for the annual Run for the Rose.
Signature of reappointment letters of four people to the Solid Waste Advisory
Committee.
Condominium plat for The Pines in Sunriver.
Refund of taxes.
Resolution 86-027, transferring appropriations to the Assessor's Office.
Update of Veterans Services by Mike Maier, since the office opened in February.
Mental Health clinic fee policy.
Discussion about the court-ordered diversion program paying for itself.
Request to purchase a used vehicle for the Juvenile Department. They would like
a 4 -wheel drive Suburban to use for the work program. It would cost $14,750 for
a 1985 model with 12,000 miles on it, from a private party. It cost $22,000 new,
so this is a good purchase. A Celebrity would cost about $9,000. Mr. Maier will
find out if it is still available.
Mediation program. This has to do with custody or visitation only; not property.
Several attorneys have approached the County about this program, and the
Judges and Mental Health Department are involved. There was an input session
last week that included over people involved in the legal profession. The Judges
want the program and want to be able to court -order mediation.

The concern is that there is a timeframe involved not only about custody but also
property and other things. If they are going to work with the parties and only part
of it is mediated, it will end up taking 60 or more days. Attorneys feel this will just
result in delays.
The mediation work should be done first, and it would take at least three
sessions. Jackson County has about 10-15% going into mediation, but there is
about a 75% success rate. The others go through the regular system if there is a
dispute.
Mr. Maudlin was worried about the time it takes. He was advised that there have
been few complaints about it taking a lot more time. It is ultimately going to be
up to the judges. Out of 100 cases, you have 10 or 15 that are having difficulty
resolving custody or visitation issues. It would take three weeks to come to an
agreement. If 75% of those close successfully without a court or adversarial
struggle, it is taking a maximum of three weeks more and eliminates problems for
most of them. In the end, it benefits the children involved. Filing has to be
complete within 120 days in any case. There are typically over 400 divorce filings
a year.
(There was a lengthy discussion regarding support and property rights issues as
well, staffing the program, and the caseload of the Judges.) The Judges request
that this be supported for six months to start. One additional meeting will be
suggested to Judge Copenhaven to work out some of the details and concerns.
