DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
February 2, 1987; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on February 2, 1987.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick lsham, County Counsel; County Administrator Mike Maier; and
other staff.
The following items were discussed and some may be on the next Board business
meeting agenda.
Citizen efforts for a community action plan. It is the first of its kind in the State.
Citizens spoke about parents getting together out of concern for youth in the
community. Alcohol and drug abuse were the main issues. They are working with
Dennis Maloney who suggested them creating a more formal group. They are
working with the Children's Network and the Greater Bend Rotary, along with the
Bend -La Pine School District, to co-sponsor a conference that will be held on

February 18-21. Eighty business and community leaders were invited, and they
had 75 positive responses from those.
Cathy Thorp from Los Angeles came up to help. (She then gave an overview of
the efforts in other places and how it is going here.) They hope to take a look at
why young people develop the problems that they face.
There was a long discussion about local problems and what people here and
elsewhere are trying to do to improve the situation, and what they hope to gain
from the conference.
Before the Board was a Juvenile Services Commission presentation on the work
being done at the Rosie Barais Center, and how they hope to coordinate all these
efforts. The United Way is also involved to address a wide range of needs,
including housing. (A long discussion took place regarding the joint work of the
Commission and the County, the State, the schools, the Courts, community
groups and the United Way.)
The discussion was continued for another week in order to come up with an
overview of what each entity is doing.
Personal services contract with Don McFerran, for the Redmond School program.
Resolution with Central Oregon Park & Recreation Distract, setting a hearing date.
Order 87-015, setting a hearing on a proposal for a livestock district.
Conservation easement presented by a citizen. Mr. Murphy ? is retired and wants
to build a house near Fall River, but it has to be 100 feet from the river. If he had
done this when he first bought the property, it would have been allowed to be
closer. He paid money to pursue a variance but wasn't told that he would have to
allow an environmental easement. He feels there a problems with much of this.
He intends to make the property look good already. It allows others to come onto
his property to cut down trees if someone thinks they are too close or are sick.

He thinks this law has gone too far. He knows there are problems with some of
the people there, but many are doing the right thing. He would have to put his
house in a place that doesn't make sense.
He used to have a place in La Pine. The County is full of building violations. This
rule won't help any of that. There are enough laws in place to handle most of the
problems. Most of this is very redundant. He will have to agree so he can finally
build his house, but this is too much to expect of anyone.
He was advised that this is a County rule but some counties are much more
stringent. The State was involved and is on record as being supportive, and it is
part of statewide planning. The Commissioners explained how and why they
came up with the standard variance process for everyone. It needs to be
consistent for all. (A very lengthy discussion took place at this time.)
Discussion of the hours the DMV is open, staffing issues, and when the DMV
administers driving tests and licenses.
A request for a part-time temporary assistant 1 for Oscar Bratton and the
Assessor's Office. Evidently this has to be decided by the Board even though the
budget is underspent at this point. The Board wants to see an overall plan on this
request.
Public Health nurse for the Health Department. The candidate has 18 years'
experience and the Department wants to start her on step B. The Board has to
approve any hiring above step A. The previous person made 15% more. The
Board feels the experience is important but wants to keep a handle on things
overall. They approved this request.
A dogs vs. llamas hearing was discussed. It will be handled on Friday at 10 AM.
One of the dog owners is represented by counsel.
