A meeting of the Board of County Commissioners was held on November 11, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Road improvements to Burgess Road. A local improvement district formation to implement access via a new bridge for the Lazy River South subdivision. (Lengthy, redundant discussion that has occurred several times during the past few months. Further discussions were planned.) There are concerns that the longer this takes, the higher the costs might be. (There was a lengthy discussion between various people, talking over each other's conversations.) Road improvements in the area of Lost Ponderosa Drive, La Pine. There was a long discussion about other bridges in the County that are on the list for inspections and/or improvements. This includes the bridge over the canal at Hamby Road. Cosmetics and signage will be done until federal funds are available. This might be as soon as the spring of 1989. Purchase of a truck chassis from Far West Trucks in Eugene. Ordinance for a zone change regarding an EFU-20 parcel. There is a hearing this week. Discussion of a proposal for managing Oregon's waterways, from the State Oregon Water Resources Board, per the Deschutes Basin Resource Committee. This is part of a national process. They have asked for letters of support from the County and the cities. Regarding the Upper Deschutes River, a letter from the Basin Committee, recommending that there be a local public hearing on a ten -mile per hour speed limit imposed on the River above Benham Falls, with no motorized boats allowed below Benham Falls. Fish & Wildlife and others support this change. The hearing would be hosted by the State Water Resources Board. (There was a lengthy discussion as to whether the Commissioners should support this position.) The Board will cooperate with hosting a public hearing for the Water Resources Board to get input, with the input of the Basin Committee. Financial segregation partition agreement regarding Brooks Resources Corporation. Tax refunds. Signature of a bond application for David Horning. Lengthy discussion of urban/rural land use issues, the comprehensive plan and more. Solid Waste Department liability issues and State policies. Modification of the parking area and traffic patterns for the Senior Center and adjacent areas. Community Corrections program update on a possible program to utilize work crews and community service workers. A company called Truline in Redmond that the City wants to stay, but road improvements are needed for them to remain in the same location. There are a couple of other companies that need the same improvements done. Grants are being pursued for this purpose. Powell Butte Highway maintenance. It is assumed that this is the responsibility of the State. Deschutes River Woods Homeowners Association. Members are concerned about additional single -wide mobile homes being allowed there. The Board wants to meet with staff and counsel to figure out how the County's zoning ordinances fit into this. The Planning Commission is also involved in this issue. Discussion of a Wellness Program. They will work with Personnel to investigate a general program and whether staffing and funding would allow for this. La Pine Senior Center building use and maintenance. The seniors are working with COCOA on this situation. Discussion of a list of the potential LID's. Staff gave a breakdown of the LID's that are in process and those that require additional work. Some were submitted when the County was not accepting LID's, but there is still interest from at least two of them.
