DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
December 14, 1987; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on December 14,
1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop.
Also present were Rick lsham, County Counsel; County Administrator Mike Maier;
and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Snow and ice plan from Public Works. This was a staff update with no request for
action. The group reviewed current operating policies, which are being compiled
to be more comprehensive. The emphasis is on safety, efficiencies and cost
effectiveness. This will be captured in the comprehensive plan. Maps will show
roads by priority.
A lengthy discussion took place as to what aspects are the most important and
which should be addressed first. They are adding several roads in the La Pine
area, as well as Sunriver and Terrebonne.

There are other roads that are to be closed when there is too much snow or ice,
such as Pauline Lake Road, and Tumalo Rim Road due to its grade.

Discussion of a power line easement with General Electric Corporation and
Central Electric Coop. This was postponed for a week.
Site lease agreement and sub -lease agreement for Telecom Communications
(Awbrey Butte towers).
Discussion of audit report, presented by Mike Maier.
Discussion of liquor license for the Brand Restaurant, which is reopening.
Project report on La Pine sewer facilities planning.
Renewal of the Weyerhaeuser lease in Redmond.
Discussion of BLM transfer of La Pine areas lands to the County.
Geothermal energy discussion. Representatives of the County and other local
governments and companies toured various sites in southern Oregon and
northern California to learn more about geothermal technologies. Some sites are
as big as ten acres. The visual impact is significant and there is really no way to
disguise what is being done. It is appropriate if a concentrated area is used for
this resource. Ms. Prante would not want to see this happen here.
Locations in Nevada were also visited, and these were much different with
smaller plants, without sulfur emissions since there was a closed loop system.
Craig ? gave a detail explanation of the potential of geothermal.

There is potential for geothermal here, and there has been a study done that
shows this. This issue is a concern to a lot of people, so the companies that do
this work wanted representatives to have the facts. (A slide show was then
presented to the group.) It was explained that the slide show is supposed to
demonstrate the general public the facts about geothermal in an unbiased
fashion. It features the geyser area. Some companies are interested in doing this
kind of work in Newberry Crater.
The speaker went into great detail while giving the slide show, trying to address
the various concerns that the public might have (noise, smell, traffic, visual,
environmental).
Also discussed was how much power might be generated, how many people
could be employed, how these types of undertakings are financed, and local
government's role in the process.
