DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION

A meeting of the Board of County Commissioners was held on July 15, 1985.
Commissioners present were Lois Prante, Dick Maudlin and Larry Tuttle. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Liquor permits.
Acceptance of a warranty deed for Chamberlain and Arthur Streets.
Resignation from the Central Oregon Regional Housing Authority and a
reappointment.
Mylar for signature.
Lease for the Redmond Armory as a polling place for elections.

Legal lot status for Jessie and David Vance. Mr. (sham said that they were denied
an electrical permit because there was a question about whether their lot is a
legal lot of record. This will be discussed further later in the week.
Ms. Prante stated that she does not like doing these piecemeal and wants the
entire issue addressed. Mr. Maudlin wants this particular case dealt with as soon
as possible, since the property owners are obviously trying to build on their land.
The Board may have to deal with these situations on a case-by-case basis for the
time being. (There was a very lengthy discussion on how to handle these
situations and whether a single policy would take care of the problem.)
Warranty deed to be accepted.
Discussion of the transportation plans for Redmond, Bend and Sisters, to be
addressed later in the month.
Next was a Soil Conservation Services discussion about the need for more rapidly
addressing the soils study in the County. This will allow the County to review the
agricultural lands program sooner. Staff said they should be able to move this up
to having the field mapping done by the end of summer 1987, at which time the
information would be correlated and useable around May of 1988. Originally it
was thought this work would be done by 1991, but the deadline was moved up to
1989. This information is very different from the old study. Survey mapping
before the 1960's is very inadequate today.
The Sheriff is requesting a program to encourage upgrading the educational level
of staff. Jim France explained at length the benefit of additional education for
commanders and others. This can be for professional certifications or college
credit hours.
