A meeting of the Board of County Commissioners was held on October 10, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick 'sham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of the Jail remodel project. The Sheriff wants to hold off on this until at least March so they can get caught up on the backlog of prisoners. Jail facilities agreement and detention center, and liability issues. There will be a requirement for other counties to sign an agreement prior to them using the County's facility. (Mr. Isham explained the contract at length; it is similar to the agreement used in the correctional facility.) Transcription of Audio Recording of a Work Session, October 10, 1987 Page 1 of 3 Discussion of Ordinance No. 87-030, public hearing on repealing sections PL -11 of the Bend Urban Growth Boundary zoning ordinance, changing criteria for garage sizes. Discussion of shift of the former Dynatron plant people to the Opportunity Center. This was part of an RFP and Opportunity Center was the only respondent. They are working with the State in regard to start-up funds. Staff then presented the timeline to be followed. Bend Activities Center proposal and funding. Amendment #4 to the Mental Health agreement. Amendments to the Juvenile Services Commission comprehensive plan. Staff explained some changes and proposals regarding funding from the State. They are waiting for some input from the school districts. (There was a lengthy discussion about the changes and the level of funding.) Appointments to the Juvenile Services Commission. Intergovernmental agreement regarding food stamps fraud investigation prosecution. This will reimburse the County 75% of the cost for prosecuting these cases, per the D.A. This is funding that the County was not getting up to this point. Hardware maintenance agreement with First Choice Computer Services. This is for the Legal Counsel computer. Appointment to the Deschutes River Mitigation and Enhancement Committee. The Board asked to delay this action. La Pine Industrial Center site, and providing power there. Mr. Maier said that the Board has committed up to $15,000 to provide three-phase power to the area. He explained that some work is already being done there, and if the County acts soon, the cost will likely be less. Mr. Isham suggested transferring the land to the user and give them a firm amount for power upgrades. There is also a possibility of looking for grant sources. Request by Inn of the 7th Mountain to secure storage for snowmobiles and other equipment on the sewer plant area. Proposed Statewide Juvenile Statewide Information System. This will be discussed at a later date.
